Who We Are
In response to deaths resulting from encounters with law enforcement and the community’s demand for change, the Washington State Legislature created a new, first-of-its-kind agency: the Office of Independent Investigations (OII). This new agency was formed in 2021 and operates under the requirements of the law, in which investigations involving the use of deadly force must be truly independent of the involved law enforcement agency.
Our mission is to conduct fair, thorough, transparent, and competent investigations of incidents involving the use of deadly force. This approach to investigations will remove conflicts of interest, improve accountability and transparency, and renew the public’s confidence. Through these efforts, we hope to strengthen the relationships between police and the community, build public trust, and promote effective policing.
We are seeking an IT Business Integrations Analyst who is energized by solving complex challenges and shaping high-impact technology solutions. In this role, you will drive innovation by automating workflows within Enterprise Content Management (ECM) systems, integrating secure third-party platforms, and managing mission-critical data exchanges that enable the organization to operate at its best. Serving as a strategic liaison between business units and technical teams, you will analyze processes, uncover improvement opportunities, and translate diverse business needs into scalable, forward-thinking technology capabilities. This position is vital to advancing the mission of OII by elevating operational efficiency, strengthening enterprise data practices, and ensuring full compliance with rigorous state and federal data privacy standards.

Business Analysis, Requirements Development, & Process Automation

Lead agency-wide initiatives to identify, analyze, and prioritize opportunities for automation and workflow improvement, engaging stakeholders across all operational areas to understand enterprise-wide processes, dependencies, and pain points.

Translate agency needs into detailed technical specifications, workflow designs, and solution models, applying best practices in systems analysis and aligning recommendations with organizational objectives.

Conduct process-mapping, workflow analysis, and performance assessments using visual diagrams, flowcharts, and data analytics to identify inefficiencies, gaps, and opportunities for technology-driven improvements.

Design, develop, and deploy automated workflows and solutions using a variety of platforms and scripting tools, including low-code/no-code environments, workflow automation suites, and custom applications, to enhance efficiency, accuracy, and consistency in agency operations.

Develop and maintain comprehensive documentation of business requirements, workflow designs, automation implementations, and performance outcomes to support repeatability, audit readiness, and continuous improvement.
ECM Automation & Administration

Administer and maintain the agency’s ECM platform(s) to ensure efficient document processing, version control, and compliance with records retention policies.

Design, build, and optimize automated workflows for document approvals, routing, and compliance reporting to streamline cross-division collaboration.
Data Management & Analytics
-
Develop and manage automated data pipelines to securely exchange data between SaaS platforms, internal databases, and analytical tools such as Microsoft Power BI.

Partner with agency leadership and the Data and Technology Manager to design and maintain dynamic dashboards and visual reports that track agency performance metrics, workload trends, and operational efficiency.
Support and Troubleshooting

Serve as the primary escalation point for technical issues related to automation, integration, and ECM operations, coordinating with IT teams and vendors to resolve incidents promptly.

Record all troubleshooting activities, resolutions, and system adjustments in the agency’s ticketing and change management system to ensure accurate documentation and accountability.

Perform detailed root-cause analysis of recurring technical issues related to automation, integration, and ECM operations, and implement preventive measures to improve stability and user experience.
Third-Party Platform Integration & Administration

Administer, integrate, and optimize the agency’s third-party and cloud-based platforms, including but not limited to digital evidence, case management, and workflow management systems, ensuring efficient, secure, and policy-compliant operations.

Design, develop, and maintain secure data and API integrations between third-party platforms, Enterprise Content Management (ECM) systems, analytics tools, and agency databases to enable seamless interoperability and data synchronization.

Collaborate with IT governance bodies, vendor support teams, and agency stakeholders to resolve system and integration issues promptly, ensuring operational continuity and minimizing service disruptions.

Facilitate knowledge-sharing of initiatives and leverage industry best practices to inform ongoing modernization efforts.
Required / Minimum Qualifications:

Work experience in Microsoft Power Platform and Microsoft Azure environments.

Experience in business automation, system integration, and data management in a law enforcement, government, or highly regulated environment.

Experience managing cloud-based platforms such as Microsoft Azure Government, AWS GovCloud, or Google Public Sector.

Proven experience managing APIs, RESTful web services, or middleware for system integration.
-
Experience with ETL tools (e.g., Azure Data Factory) for data processing.

Hands-on experience with SQL, NoSQL, and database administration for structured and unstructured data.
-
Experience in AI-driven automation, predictive analytics, or machine learning.
