Office of Deputy Commissioner - Remote in North Dakota - IT Budget & Contract Analyst

Become a trusted advisor with Department of Health & Human Services by becoming our IT Budget & Contract Analyst. You will ensure our IT division is running efficiently and strategically by maximizing taxpayers' dollars with vendors who deliver high quality solutions and/or services to our residents.

As the IT Budget & Contact Analyst, you will manage the financial, contractual, and procurement activities of the IT division. By managing the full lifecycle of IT contracts, you will work with vendors on renewals, amendments, negotiations, and terminations. You must develop measurables to verify we are receiving the full value of our investments and implement a plan of corrections if those investments are not up to the standard previously agreed upon. You must also forecast each technological investment and determine if it is sustainable, cost-effective, compliant, and aligned with agency goals.

To thrive in this position, you must have a strong financial and analytical mindset to manage multiple complex IT contracts and identify cost-saving investments. You must be confident in your knowledge of government procurement and contract requirements to be able to communicate effectively between technical IT vendors and non-technical HHS divisions such as finance and legal. Your high ethical standards and commitment to public services will ensure public funds are allocated to IT systems that advance community health and HHS operations.

To be considered for the IT Budget & Contract Analysts, you must have

  • a bachelor's degree in accounting, finance, business administration, public administration, information systems, or related field
  • a minimum of three (3) years of progressive responsibilities in budget analysis, financial management, or contract administration.
  • Demonstrated expertise with IT financial management, software licensing, and vendor contract oversight
  • Demonstrated familiarity with state procurement systems and processes
  • Professional certification such as Certified Government Financial Manager (CGFM) or Certified Professional Contracts Manager (CPCM) is preferred

Location: This position is based in North Dakota. The candidate selected must reside in North Dakota, or bordering communities, or be willing to relocate to the state. If not located in the Bismarck area, the candidate will need to travel regularly to Bismarck for meetings.
