Position Summary
The I.T. Digital Forensic Technician is a civilian technical specialist who supports criminal investigations through the proper collection, preservation, analysis, and handling of digital evidence while also providing essential information technology support to the Police Department. This position addresses the increasing volume and complexity of digital evidence, including data from mobile devices, computers, and cloud-based systems, and ensures timely, legally compliant access to critical investigative information.
The position directly supports sworn personnel by reducing case backlogs, improving evidence integrity, and enhancing the department’s ability to investigate crimes involving digital media.
This is a non-sworn civilian position and does not include arrest authority.
Key Responsibilities
Digital Evidence & Forensic Support
- Conduct forensic acquisition of data from mobile phones, computers, removable media, and other electronic devices pursuant to lawful authority.
- Utilize industry-standard digital forensic tools and methodologies to ensure evidence integrity and admissibility.
- Maintain strict chain of custody and documentation for all digital evidence.
Prepare detailed forensic reports for use by investigators, prosecutors, and courts.
- Provide technical assistance to detectives and officers regarding digital evidence interpretation.
- Support case preparation and provide courtroom testimony as required.
Information Technology Support
- Maintain and support department computer systems, networks, and digital infrastructure.
- Assist in managing user access, data security, and system reliability.
- Support secure storage and management of digital evidence systems.
- Troubleshoot and resolve IT issues that could otherwise disrupt law enforcement operations.
Compliance, Security, and Best Practices
- Ensure compliance with federal, state, and local laws related to digital searches and evidence handling.
- Follow Criminal Justice Information Services (CJIS) security requirements and department policies.
- Implement cybersecurity and data protection best practices to safeguard sensitive law enforcement data.
Qualifications
- Associate’s degree in Information Technology, Digital Forensics, Computer Science, or related field required; Bachelor’s degree preferred.
- Experience supporting computer systems, networks, or digital forensic operations.
- Experience in a law enforcement or criminal justice environment preferred.
- Ability to successfully pass a comprehensive background investigation.
Skills / Experience
- Knowledge of digital forensic principles, evidence handling, and chain-of-custody procedures.
- Experience with forensic tools such as Cellebrite, EnCase, FTK, Magnet AXIOM, or similar platforms.
- Working knowledge of computer hardware, operating systems, networks, and cybersecurity best practices.
- Strong analytical and problem-solving skills.
•Ability to prepare clear, concise technical reports and provide courtroom testimony.
- Ability to maintain confidentiality of sensitive criminal justice information.
Certifications, Licensures, and Registrations
- Relevant technical or forensic certifications (e.g., Cellebrite Certified Operator, EnCase Certified Examiner, CompTIA Security+, or similar) preferred.
- Must maintain eligibility to access Criminal Justice Information Services (CJIS) systems.
- Valid Texas Driver’s License required or ability to obtain within a specified period.
Physical Requirements
- Ability to sit for extended periods while performing detailed computer-based analysis.
- Frequent use of hands and fingers for keyboarding, data entry, and manipulation of digital devices.
- Ability to lift and carry computer equipment, digital storage devices, and related materials (generally up to 25 pounds).
- Ability to bend, reach, and move equipment as necessary for installation or troubleshooting tasks.
- Visual acuity sufficient to examine detailed digital evidence, review technical documentation, and distinguish fine detail on electronic displays.
- Ability to communicate clearly and effectively, both verbally and in writing, including providing courtroom testimony.
Work Environment
Work is primarily performed in an office or technical setting within a law enforcement environment. The position may occasionally involve exposure to sensitive or disturbing digital evidence and may require interaction with sworn personnel, investigators, and court officials.
Additional Requirements
- Continued employment is contingent upon maintaining eligibility to access Criminal Justice Information Services (CJIS) systems in accordance with state and federal requirements.
