About Tarshid:


Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.


Job Summary:


The jobholder is responsible for ensuring effective governance, oversight, and compliance of IT services and processes across the organization. This role ensures alignment with corporate policies, GRC, and strategic objectives while driving continuous improvement, vendor performance, and adherence to ITIL standards. The Lead acts as the primary point for IT governance frameworks, monitoring service delivery, enforcing compliance, and ensuring that IT services support business objectives efficiently and effectively.


Main Responsibilities:


Governance & Compliance:

  • Establish and enforce IT governance frameworks, policies, and standards.
  • Ensure compliance with GRC, audit, and regulatory requirements.

Service Management:

  • Oversee ITIL processes (incident, problem, change, service level management).
  • Monitor SLA adherence and drive service excellence.

Vendor & Performance Oversight:

  • Conduct vendor governance reviews and ensure contract compliance.
  • Track performance trends and implement corrective actions.

Project & Portfolio Management:

  • Prioritize IT initiatives and oversee execution through PMO practices.
  • Provide reports on project progress, risks, and alignment with strategy.

Risk & Continuous Improvement:

  • Conduct IT risk assessments and implement mitigation plans.
  • Drive continuous improvement in IT services and governance.

Stakeholder Engagement:

  • Act as liaison between IT, business stakeholders, and external parties.
  • Provide transparent reporting and insights to senior management.


Qualifications, Experience & Skills :


  • Bachelor’s Degree in Business Administration or Information Technology.
  • CBAP (Certified Business Analysis Professional/PMI-PBA Professional Business Analyst.
  • 4+ years of experience in IT Gov.
  • Professional certifications in IT Governance (e.g., COBIT, ITIL, ISO 20000) are highly preferred.

Technical & Process Expertise.

  • Strong knowledge of ITIL, SLA management, and vendor governance.
  • Experience with audits, compliance, and GRC frameworks

Governance & Oversight:

  • Proven track record in SLA monitoring, vendor governance, and performance management.
  • Ability to design, implement, and enforce IT service management policies and processes.
  • Experience with audits, compliance checks, and service reviews.

Soft Skills

  • Strong customer service orientation and user advocacy.
  • Excellent communication and stakeholder management skills.
  • Analytical mindset with the ability to identify root causes and implement improvements.
  • Ability to manage priorities in a high-demand environment.
