I.T. Manager - Systems

SUMMARY:

The Information Technology (IT) Manager – Systems is responsible for the leadership, oversight, and operational performance of Camarena Health’s core IT infrastructure and systems operations. This role supervises technical staff responsible for server environments, network infrastructure, virtualization platforms, endpoint management, Microsoft 365 services, help desk operations, and IT logistics and asset management.

Working in partnership with the Chief Information Officer (CIO), the IT Manager – Systems ensures that enterprise technology systems supporting Camarena Health’s clinical and business operations are secure, reliable, and operating efficiently. The position provides leadership and direction to the systems and support teams while maintaining sufficient technical expertise to evaluate system performance, troubleshoot complex issues, and guide infrastructure improvements when necessary.

DUTIES and RESPONSIBILITES

1. Focus on Camarena Health Enterprise Network:

1.1. Plan, organize, control, and evaluate IT infrastructure operations including servers, networks, virtualization platforms, and enterprise

1.2. Supervise Systems Administrators and Network Engineers responsible for enterprise server and network infrastructure including Cisco UCS platforms and Microsoft Hyper-V environments

1.3. Ensure Windows Server environments including Active Directory, Group Policy Objects (GPO), DNS, and DHCP are properly maintained, patched, and documented

1.4. Oversee lifecycle management of infrastructure including operating system updates, hardware refresh planning, patch management, and end-of-support planning

1.5. Ensure high availability, redundancy, backup, and disaster recovery systems are maintained and tested

1.6. Work with the CIO to maintain a long-term infrastructure roadmap addressing capacity, performance, lifecycle, and regulatory requirements

1.7. Ensure infrastructure monitoring and proactive system maintenance practices are in place to minimize service disruptions

1.8. Work alongside technical staff to troubleshoot complex or critical infrastructure issues when required


2. Focus on Leadership and Team Management:

2.1. Provide leadership and supervision for Systems Administrators, Network Engineers, Desktop Analysts, Help Desk Technicians, and the IT Logistics Coordinator

2.2. Establish clear priorities and expectations for IT staff in coordination with the CIO

2.3. Manage and oversee staff performance including task assignments, accountability, coaching, and performance evaluations

2.4. Provide mentorship and technical guidance to support staff professional development

2.5. Ensure help desk and technical support teams are delivering consistent and high-quality service to Camarena Health staff

2.6. Ensure that help desk ticket queues, escalation procedures, and service metrics are properly maintained using the organization’s IT service management system

2.7. Identify operational issues, recurring problems, and opportunities for process improvements across IT operations

2.8. Produce project timelines and manage resources to ensure IT initiatives are completed on time and within scope


3. Focus on Security, Compliance, and Enterprise Systems:

3.1 Ensure the security of information technology assets including servers, networks, endpoints, and cloud systems

3.2 Oversee staff responsible for endpoint protection, user protection platforms, and enterprise security monitoring tools

3.3 Ensure security controls such as multi-factor authentication, access management, and endpoint security are implemented and maintained according to organizational policy

3.4 Support regular vulnerability assessments, infrastructure audits, and system reviews to maintain compliance with security standards

3.5 Ensure Microsoft 365 services including Exchange Online, Teams, SharePoint, OneDrive, and identity management systems are maintained and monitored

3.6 Ensure IT systems and infrastructure comply with HIPAA/HITECH regulations and Camarena Health security policies


4. Focus on IT Operations and Help Desk Services:

4.1 Oversee day-to-day IT support operations serving staff across multiple clinic and administrative locations

4.2 Ensure help desk technicians and desktop analysts maintain service level agreements, ticket resolution standards, and escalation procedures

4.3 Monitor support metrics and user satisfaction indicators to maintain a high level of service quality

4.4 Identify recurring support issues and coordinate infrastructure or process improvements to reduce operational disruptions

4.5 Ensure the IT support environment remains efficient, organized, and responsive to organizational needs


4. Focus on IT Logistics and Asset Management:

4.1 Oversee day-to-day IT support operations serving staff across multiple clinic and administrative locations

4.2 Ensure help desk technicians and desktop analysts maintain service level agreements, ticket resolution standards, and escalation procedures

4.3 Monitor support metrics and user satisfaction indicators to maintain a high level of service quality

4.4 Identify recurring support issues and coordinate infrastructure or process improvements to reduce operational disruptions

4.5 Ensure the IT support environment remains efficient, organized, and responsive to organizational needs


5. Focus on IT Logistics and Asset Management:

5.1. Supervise the IT Logistics Coordinator responsible for technology procurement, vendor coordination, and equipment receiving

5.2. Ensure asset inventory systems accurately track IT equipment across all Camarena Health locations

5.3. Coordinate hardware lifecycle management and equipment refresh cycles across the organization

5.4. Ensure proper receiving, tagging, deployment, and documentation of all technology assets

5.5. Support budget planning by identifying upcoming infrastructure and equipment procurement needs


6. Focus on Corporate Expectations / Standards:

6.1. Attends and actively participates in all meetings including team meetings, department meetings, and staff meetings as required

6.2. Attends training sessions, workshops, or seminars to maintain professional knowledge and technical expertise

6.3. Works flexible or extended hours when necessary to support system maintenance, upgrades, or incident response

6.4. Demonstrates awareness of and compliance with the organizational mission and objectives of Camarena Health to provide healthcare access and support services to the community

6.5. Performs other work-related duties as assigned by the CIO. Duties and responsibilities may be added, deleted, or modified at the discretion of management

6.6. Maintains confidentiality and respect for information regarding patients, staff, and organizational operations in accordance with Camarena Health confidentiality policies


Minimum Requirements:


Education:

  • Required: Bachelor’s degree in Information Technology, Computer Science, or related field; equivalent experience may be considered

Prior Experience:

  • Minimum five (5) years of progressive experience in information technology including enterprise systems administration and infrastructure support
  • At least two to three (2–3) years of supervisory or management experience overseeing technical staff or IT operations
  • Experience supporting enterprise server environments, virtualization platforms, and network infrastructure
  • Experience managing IT projects and coordinating technical teams to deliver technology initiatives
  • Experience supporting multi-site organizational environments preferred


Skills:

Comprehensive knowledge of:

  • Enterprise IT infrastructure including Windows Server environments, virtualization platforms, and networking systems
  • Microsoft enterprise technologies including Active Directory, Group Policy, DNS/DHCP, and Microsoft 365 services
  • Enterprise security practices including endpoint protection, identity management, and network security
  • IT service management systems and help desk operations

Physical Requirements:

  • Must be able to move up to 40 pounds and push up to 100 pounds (on wheels).
  • Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.
  • Must have vision adequate to read computer screens, documentation, and administrative materials
  • Must have high manual dexterity.
  • Must have sufficient manual dexterity to work with technical equipment and systems
  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouching, reaching, kneeling, twisting/turning, fingering and feeling.
