IT Procurement Specialist

Job Summary:
The Client is seeking an experienced IT Contracting Officer to manage IT procurements, contract negotiations, and compliance. This role supports IT contract management, performance monitoring, vendor oversight, and ensures alignment with client IT standards and procurement laws.

Key Responsibilities

• Lead and manage end-to-end IT procurements (RFP, RFI, RFQ, sole source).
• Draft, review, and negotiate IT contracts including SaaS, cloud, software licensing, hardware, and professional services.
• Collaborate with legal, cybersecurity, architecture, and business teams to meet technical and operational requirements.
• Ensure compliance with Iowa procurement statutes, rules, and internal policies.
• Maintain procurement documentation and contract records in client systems.
• Provide guidance and training on IT procurement best practices.
• Monitor vendor performance and assist with contract enforcement and dispute resolution.
• Stay updated on industry trends, technologies, and procurement regulations.

Minimum Qualifications

• Bachelor’s in Business Administration, Public Administration, IT, or related field.
• 5+ years in IT procurement, contract negotiation, or public-sector contracting.
• Strong knowledge of IT contract types (SaaS, IaaS, licensing, support).
• Experience with state/federal procurement regulations.
• Excellent communication, analytical, negotiation, and project management skills.

Preferred Qualifications

• Experience with Iowa procurement systems (Workday, I/3, etc.).
• Certifications: NIGP-CPP, CPPB, CPPO, NCMA CPCM.
• Experience in centralized procurement environments.
• Knowledge of cybersecurity and data privacy considerations in IT contracts.

Job Type: Contract

Pay: $60.00 - $70.00 per hour
