Reporting to the Senior Manager of Technology Program Management Office, the Program Manager is responsible for leading and orchestrating complex programs and projects within the enterprise application landscape. This role is critical in driving the successful analysis, development, implementation, and continuous improvement of new and existing enterprise information systems that underpin core business operations.

The Program Manager will work closely with teams, business stakeholders, and vendors to translate strategic objectives into actionable plans. They will oversee program roadmaps, manage intricate timelines, allocate and manage resources effectively across multiple projects, and control program budgets.

This position requires a strong understanding of program management principles and proven expertise in managing complex initiatives. The Program Manager will facilitate clear and consistent communication among all stakeholders, proactively identify and mitigate program risks and dependencies, and drive programs to successful completion in alignment with organizational goals and the vision of the ITS team.

COMPENSATION: $115,000.00+ Based on Experience

ESSENTIAL FUNCTIONS

  • Develop and manage comprehensive program roadmaps and execution plans for enterprise application initiatives, coordinating requirements, budgets, tasks, cross-functional dependencies, and resources to ensure program integrity and strategic alignment.

  • Drive the definition of program objectives and system requirements for enterprise applications, ensuring they align with overall IT strategy and organizational goals.

  • Provide leadership throughout the program lifecycle, actively participating in planning, problem-solving, and decision-making as needed.

  • Offer guidance and support to project teams involved in enterprise application development and implementation to ensure successful execution and adherence to standards.

  • Monitor and assess the activities and deliverables produced by program teams, ensuring all products and documentation meet departmental and enterprise standards.

  • Analyze and evaluate alternative solutions and approaches for enterprise application development and integration, recommending optimal strategies to enhance program outcomes.

  • Oversee the preparation and review of detailed specifications and documentation for enterprise information systems to guide development and implementation processes effectively.

  • Analyze the operational impact of new or modified enterprise applications on existing systems, infrastructure, business processes, and user experiences.

  • Develop and monitor comprehensive testing and deployment plans for enterprise applications, ensuring successful implementation and desired business results are achieved.

  • Facilitate program management methodologies (e.g., Waterfall, Agile, Hybrid, Scrum) to optimize workflows, manage backlogs, and ensure efficient execution by teams.

  • Identify, assess, and manage program risks and dependencies across interconnected enterprise application projects and programs, implementing proactive mitigation strategies to minimize impact on delivery and timelines.

  • Lead post-implementation reviews and lessons learned sessions to capture insights on challenges, successes, and areas for improvement in future enterprise application programs.

  • Organizational and ITS Strategic Plan program alignment.

  • Manage vendors and contract milestone compliance

  • Develop and Implement Change Management strategy for program and projects.

  • Evaluating and driving IT strategy and roadmap.

  • Data entry and use of Program Portfolio Management System (PPMS)

  • Drive Key Performance Indicators and Metrics for Program health.

  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

  • Complies with all HCAA Policies, Procedures, and Standards.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor’s Degree in Computer Science, Business Management or directly related field.

  • Five (5) years of experience in information technology roles leading strategic initiatives, managing technology projects, or similar experience.

  • Or equivalent combination of education, training, and experience.

  • Project Management Professional (PMP) certification must possess a valid Florida Driver License.

PREFERRED QUALIFICATIONS

  • Prosci Change Management Certification

  • Scrum Master Certification

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of strong leadership principles, team-building techniques, employee engagement strategies, and consensus-building

  • Knowledge of program, product, and project management (PM) methodologies, including Agile and waterfall approaches.

  • Knowledge of project planning tools and software, demonstrating evidence of practical application in managing projects.

  • Ability to communicate effectively orally and in writing.

  • Ability to establish and maintain effective working relationships with others within and outside the Authority.

  • Ability to handle restricted, sensitive, and confidential information.

  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
