The Division of Enterprise Operations (DEO) administers enterprise policies governing procurement, risk management, and continuity of operations planning; provides services to DOA and other agencies in the areas of financial management, procurement, risk management, continuity of operations planning, and the State Prosecutors Program; and facilitates opportunities for diverse businesses to sell goods and services to state agencies.
The State Bureau of Procurement (SBOP) manages statewide contracts for goods and services commonly used by agencies and UW campuses that create savings and improve efficiencies for the enterprise.

This position is headquartered at the Department of Administration State Office Building, 101 E. Wilson Street, Madison, WI.
This position supervises and provides direction for the State Bureau of Procurement's (SBOP) Enterprise Information Technology (IT) Sourcing Section and is responsible for developing and directing the development of statewide and agency specific contracts for IT service, telecommunications acquisitions, IT related commodities and equipment in the hardware and software areas, printing contracts, and other commodity areas such as copiers and multi-function devices. The position supervises purchasing activities for all state agencies and university campuses for commodities and services in accordance with statutes and administrative code and recommends policies, procedures, and guidelines to ensure cost effective, consistent, and coordinated procurements.
This position develops and conducts training programs for purchasing agents and program staff that have purchasing responsibilities. The position conducts outreach to state agencies, vendors, municipalities, and professional organizations.
Responsibilities include recommending and development of purchasing policy, procedures, and guidelines to ensure value, consistency, and statewide coordination; program planning, evaluation, and implementation; and modification of policies as needed. Serve as bureau liaison to state agencies, university campuses, providing advice and support; and the vendor community, conducting outreach programs. Assist with the bureau's internal purchasing training.
The individual in this position performs with a high degree of independence and represents the bureau in meetings with vendors, administrators of other divisions, agency heads and the legislature. The activities are subject to administrative review by the Deputy Director and Bureau Director of the State Bureau of Procurement and top agency management.
