IT Senior Manager Application Services

Summary Statement

The City of Boise is hiring for our IT Senior Manager - Application Services role!

In this role, you will provide senior leadership for the City’s application services portfolio across workforce and business systems. Accountable for portfolio strategy and governance, service performance, and financial stewardship - including cost control, licensing optimization, and contract management - delivered through application owners and delivery leaders. Stewards Enterprise Architecture governance and standards to improve interoperability and guide sustainable technology investment decisions. This position works under administrative direction.

This position is designated as At-Will.

Hiring Rate: $124,451-$147,785

Essential Functions

Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.

Division Leadership, Staff Supervision, and Budget Oversight: Provides leadership and oversight for the Application Services division, aligning staffing, resources, priorities, and budgets while promoting learning and professional development. Directs and supports Application Owners and supervisory leaders accountable for day-to-day service outcomes, and ensures financial stewardship through budgeting, forecasting, and cost controls.

Strategic Planning and Application Portfolio Management: Develops and maintains long-term application portfolio plans, partnering with BRMs and stakeholders to align solutions to organizational goals and operational needs. Guides investment decisions consistent with City standards, based on value, risk, and total cost of ownership; identifies opportunities to modernize or retire services.

Application Delivery, Operations, and Service Quality: Establishes delivery and service management expectations to ensure reliable application services, including SDLC/Agile practices and continuous improvement.

Vendor Management & External Partnerships: Sets standards for vendor relationship management and supports Application Owners in contract management, service-level oversight, and performance improvement to ensure value and cost control.

Application Implementation and Lifecycle Oversight: Oversees selection, implementation, enhancement, and lifecycle planning for business applications to ensure solutions meet operational and organizational requirements. Coordinates upgrades, renewals, replacements, and licensing/subscription management, including spend optimization and retirement of redundant solutions in collaboration with stakeholders.

Governance, Risk, and Compliance: Stewards the Architecture Review Council and enterprise architecture governance to promote standards, interoperability, and sustainable technology decisions across the portfolio. Partners with IT stakeholders to maintain authoritative inventories (applications, integrations, contracts, providers) and ensure alignment with City risk, compliance, and security requirements.

Requirements

Required Knowledge, Experience, And Training
Bachelor’s degree in computer science, information technology or a closely related field and ten years of progressively responsible professional experience in current application development and support, database management and systems analysis with three years of supervisory experience.

Knowledge of:

  • Strategic and long-range technology planning and project management
  • Application System Development Lifecycle (SDLC)
  • Software contracts, vendor management, procurement requirements, and software asset management
  • Cost-benefit analysis and evaluation of technology solutions
  • Industry-standard IT service and delivery frameworks (e.g., ITIL, COBIT, Agile)
  • Enterprise systems, including ERP platforms and functional areas such as finance, human resources, and accounting
  • Data management concepts, system integration, and application architecture
  • General computer usage and standard business and productivity software.
Ability to:
  • Lead and support teams responsible for application development, support, and system maintenance
  • Analyze information, evaluate alternatives, and present findings to support decision-making
  • Oversee the design, implementation, and maintenance of multiple application systems
  • Review work products, identify risks or issues, and guide resolution of complex technical or operational challenges
  • Communicate clearly and effectively, both verbally and in writing
  • Perform all essential functions of the position with or without reasonable accommodation

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master’s degree in computer science, information technology, business or public administration. Work experience in a governmental setting or in a public agency is preferred.

Knowledge of:
  • Formal business analysis and project management; enterprise systems, such as financial, budget, human resource, benefits and payroll systems

Certifications:
  • One of the following Enterprise Architecture Certifications:
  • The Open Group Architecture Framework (TOGAF), Zachman Framework Certified Enterprise Architect (CEA) or Federal Enterprise Architecture (FEA)
  • ITIL 4 - Service delivery & lifecycle management
  • PMP or PMI-ACP or ICAgile (ICP-ACC / ICP-APO) – Delivery leadership
  • IT Asset Management or Software Asset Management certifications – Cost optimization

Licensing And Other Requirements

Valid state-issued driver's license.
