What You'll Do

  • Lead strategic software asset procurement and lifecycle management.
  • Incorporate and transition knowledge into new and evolving applications and processes, staying informed on procurement process requirements.
  • Collaborate with business units, Information Technology (IT), and end-users to define software needs, gather requirements, and translate them into technical specifications for software solutions.
  • Conduct comprehensive market research, evaluate potential vendors, and acquire quotes.
  • Manage the end-to-end software procurement lifecycle, ensuring compliance with procurement policies, legal requirements, and regulatory standards, including requisitions, purchase orders, precise receipt and registration of assets, issue resolution (returns, invoices, tracking), and proactive management of renewals, upgrades, and disposals.
  • Implement, maintain, and optimize comprehensive Software Asset Management practices, including continuous tracking, monitoring, auditing, and reporting on license compliance, utilization, asset inventory, and key performance indicators (KPIs) to prevent waste, ensure compliance, and support future acquisitions.
  • Conduct post-installation verification for software deployments.
  • Manage comprehensive vendor support and contract relationships.
  • Support the execution of strategic software renewal and retirement processes.
  • Serve as a primary liaison between IT, legal, finance, and other business departments, communicating strategic software policies and best practices across the organization.
  • Develop and deliver training programs, awareness campaigns, and foster communication to ensure compliance and efficient software use among internal stakeholders.
  • Process computer data; format and generate reports; create, compose, and edit written materials; and develop and deliver presentations.
  • Utilize data analytics tools and Microsoft products (e.g., Word, Excel, PowerPoint, Visio); possess practical experience with enterprise procurement systems like SAP or PeopleSoft.
  • Limited travel may be required.

Minimum Job Requirements

  • Bachelor's degree in Information Technology or related field and a minimum 2 years of relevant experience.
  • OR Master's degree in Information Technology or related field.
  • OR Applicants without a bachelor's degree may be considered based on a combination of at least 10 years of completed education and/or relevant experience.

  • Demonstrated leadership in strategic procurement and lifecycle management of software assets, including comprehensive market research and an understanding of related procurement policies, legal requirements, and regulatory standards.
  • Highly motivated individual with a natural instinct to lead.
  • Demonstrated ability to act as a primary liaison, communicating strategic software policies and best practices across diverse departments (IT, legal, finance, etc.).
  • Ability to translate business needs into technical specifications for software solutions.
  • Demonstrated knowledge and experience with the full procurement cycle, including placing new orders/requisitions, navigating the purchase order process, working with vendors to acquire quotes, resolving issues (returns, invoices, tracking), and assisting in developing procurement requisition requirements from vendors and existing contractual agreements.
  • Demonstrated knowledge and experience in monitoring, managing, and auditing procurements, asset inventory, tracking, and planning/implementing recurring support requirements and renewals to meet current and future planned acquisitions, including maintaining support contracts to prevent expirations.
  • Demonstrated experience in effectively handling multiple tasks while meeting deadlines.
  • Ability to work independently and effectively within diverse groups, possessing strong interpersonal communication, time management, organizational, and oral/written skills.
  • Knowledge and understanding of procurement best practices and processes.
  • Possess strong interpersonal, time management, organizational, and communication (oral and written) skills.
  • Work independently and effectively within diverse groups, exercising initiative and independent judgment under limited supervision.
  • Experience with ServiceNow Contracts module.
  • CSAM (Certified Software Asset Manager) Certification.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
