Background
The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2027) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.

Activity Context

The Government of Pakistan has prioritised transparent, accountable, and climate-resilient public financial management. As part of this agenda, REMIT is supporting the institutionalisation of Climate Budget Tagging (CBT) and Gender Budget Tagging (GDT) – systems for identifying, classifying, and reporting on climate- and gender-related public expenditures across all levels of government.

Following successful implementation at the federal level across three budget cycles (FY 2022–23 to FY 2024–25), and in line with the IMF's Extended Fund Facility (EFF) benchmarks, REMIT has expanded the initiative to all four provinces and two regions. The Ministry of Finance has requested REMIT to work with the provincial and regional governments of Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Azad Jammu & Kashmir, and Gilgit-Baltistan to carry out climate and gender budget tagging of their budgets. As part of this REMIT-supported activity, both regional Finance Departments have nominated focal persons, integrated CBT and GDT provisions into the Budget Call Circulars, and conducted training for line agencies. Tagging of the non-development budget has been completed for both regions.

Job Summary

The IT Specialist will lead the development, deployment, and integration of digital systems to support Climate and Gender Budget Tagging (CBT & GBT), with a particular focus on development budgets and project-level (PC-I) tagging. The role will ensure that tagging tools, databases, and platforms are effectively designed and integrated with existing government financial management systems (e.g., FABS/SAP) to enable efficient data capture, validation, analysis, and reporting. The Specialist will also support system institutionalisation by ensuring usability, scalability, and sustainability of digital solutions across federal, provincial, and regional governments.

Duties and Responsibilities

  • Design and develop digital tools, templates, and platforms for climate and gender budget tagging
  • Create systems for capturing data related to current and development budgets
  • Ensure systems support multi-year data (BE, Actuals, forward estimates)
  • Lead integration of tagging tools with FABS/SAP and other public financial management systems
  • Develop linkages between project-level tagging data and financial reporting structures
  • Establish and manage centralised databases for climate and gender tagged data
  • Ensure data integrity, security, and accessibility across users and jurisdictions
  • Develop data pipelines and workflows for seamless data collection and consolidation
  • Ensure systems are user-friendly and accessible for government officials
  • Provide technical support and troubleshoot system issues
  • Incorporate feedback from users to improve system functionality
  • Recommend improvements for system optimisation and institutionalisation
  • Coordinate with technical and policy teams for continuous system enhancement


Qualifications and Experience

  • Bachelor’s or Master’s degree in Computer Science, Information Technology, Software Engineering, Data Science, or a related field
  • Minimum 5–7 years of experience in system development, database management, or IT solutions for public sector or development projects
  • Experience working with public financial management systems (e.g., SAP/FABS or similar ERP systems)
  • Experience in developing data management platforms, dashboards, or MIS systems
  • Familiarity with government budgeting or development project systems will be an advantage
  • Understanding of data security, system architecture, and user interface design
  • Ability to work with multi-stakeholder government environments
  • Good communication skills to translate technical concepts for non-technical users

Reporting
The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
