This position is located in the Department of Health (DC Health) within the Office of The Director, Office of Information Technology (OD-IT). The Information Technology Specialist (Data Architect) is a Senior IT Specialist responsible for designing, creating, and managing large-scale databases to store and organize vast amounts of digital information. The role requires hands-on experience with developing data requirements, ensuring that databases are structured efficiently, securely, and in a way that facilitates optimal performance. The Database Architect collaborates with software developers, data owners and analysts, and IT administrators to design database systems that meet the specific needs of the organization, whether it's managing health data, financial records, or any other type of information critical to the business.

The incumbent candidate for this position will have the unique opportunity to lead data architect assessment and planning activities for the DC Health, working under the general direction of the Chief Information Technology Officer (CITO) and work closely with stakeholders to troubleshoot and resolve system issues affecting database access, availability, integrity, performance, security and storage, and recommends database architecture upgrades to improve database availability, recovery, and future systems resilience within the District.

Major Duties and Responsibilities

Incumbent serves as a IT Specialist, with primary responsibility for designing, documenting, upgrading, and enhancing enterprise data models to support applications like AWS, Salesforce, and Oracle Cloud. This role involves ensuring adherence to government laws and regulations, safeguarding information and computer systems, and troubleshooting and resolving database-related issues. The role also involves defining infrastructure for database design and integration of internet computing systems, confirming database architecture capability and flexibility to support high availability web applications, and improving database architecture by tracking emerging technologies and evaluating their applicability to business goals and operational requirements

The incumbent also contributes to strategic plans, prepares action plans, implements production and quality standards, and collaborates with senior management to understand information requirements and prioritize development tasks. Additionally, the Database Architect defines infrastructure for database design, confirms database architecture capability, and improves database architecture by tracking emerging technologies.

Qualifications and Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.


OR

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

2. Customer Service - Works with clients and customers.

3. Oral Communication - Expresses information to individuals or groups effectively.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.

Licenses and Certifications

None required.

Preferred Qualifications: Certified Database Management Professional (AWS & Azure)

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency fee (dues) through direct payroll.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
