Definition: Under limited supervision, provides both basic and advanced technical services work in an integrated computer network environment. Responsibilities include installing, maintaining and upgrading computer hardware, software, email, peripherals. May assist in designing, installing and configuring multi-user operating, network and/or application systems; performing advanced troubleshooting and vendor technical liaison functions; overseeing development and delivery of user training on a city-wide basis. Monitor overall network systems and operations for all city computer systems and make recommendations for updates or changes. Assists with departmental, bids, vendor agreements, strategic operation/automation, planning and supervision/training of staff to ensure consistent and progressive operations.

Tasks:
- Supervise information technology and computer systems projects based on City priorities.
- Monitor multi-user computer systems/networks in order to control systems and realize maximum utilization and efficiency.
- Install, configure and upgrade operating systems and software.
- Install and configure computers, monitors, network infrastructure and peripherals
- Troubleshoot problems with computer systems, including hardware, software, email, network and peripheral problems.
- Provide, on an as needed basis, network users from all departments with technical assist and training on a variety of systems and software.
- Maintain current knowledge of hardware, software and network technology and modify as necessary.
- Request the purchase of hardware and software as required.
- Determine training needs for all city staff.
- Participate in all major information systems projects. This will include analysis, planning, documentation, development and implementation.
- Coordinate the delivery of information services for the city departments by assisting in developing and maintaining departmental IT plans in coordination with department head.
- Recommend appropriate technology implementation to meet client needs and designing desktop integration services.
- Recommend policies and procedures concerning system security and user operations in order to ensure system and data integrity and monitor for misuse or abuse.
- Design and provide project management for the development of major application systems using appropriate application development tools.
- Develop and maintain a consistent design methodology to be applied to all future databases developed for the city.Monitor the database system environment, including but not limited to, reorganizing or replacing databases, performing capacity management projections, recommending workload/server allocations, and proposing performance-oriented application or database design modifications.
Access information stored in electronic form in various city data processing environments and carry out procedures to transfer information to the department's database systems if needed.
Serve as technical support to the city in computer and network environments including such functions as Internet, E-mail, Office applications, and access to databases.
Monitor and maintain the data backup system(s).
Monitor and maintain Local Area Network (LAN) and Wide Area Network (WAN) equipment including routers, firewalls, switches, wireless bridges, patch panels, Network
Interface Cards and network cabling.
Administer the disaster recovery plan.
Ensure systems are functioning at all times (around-the-clock).
Interface with various department & staff to accomplish mutual objectives.
Employee must perform all duties with minimal supervision. Employee may be required to work irregular hours, attend job-related meetings, and perform other duties as assigned Assist with the city cell phones issuance and tracking, contract and policies and Mobil Data Management tools (MDMs).
Manage Voice over IP (VolP) phone systems.
Coordinate installation and repairs.
Assist with the support of the city web site.
Supervise IT Department employees and their duties.
Knowledge, Abilities, Skills and Other Characteristics:
- Knowledge of complex multi-user computer network systems.
- Knowledge of complex software applications.
- Knowledge of system back-up and data security techniques.
- Knowledge of advanced troubleshooting and problem resolution techniques.
- Ability to coordinate user-oriented computing activities with all City departments.

- Ability to perform research and make recommendations to Department Heads and elected officials on technical computer issues.
- Ability to perform work requiring lifting and/or physical exertion will be required.
Qualifications:
- Associates degree in information technology, or related field, with three years experience as Computer Systems Manager, or five years experience as Computer Systems Manager required, a combination of education and experience may be used to meet this requirement, bachelor’s degree preferred.
- Networking experience required – certification in A+, Networking+, Security +, CISCO (CCNA, CCNP) and Microsoft (MCSE,MCP) preferred
- Programming experience and network management is given favorable consideration
- Must be proficient in the use of office software suites (i.e. MS Office) corporate anti-virus software, internet access/usage and web-based applications.
- Must be able to communicate clearly and professionally in English with excellent writing and grammar skills.
- Must be able to give direction to IT staff and work with elected officials/department heads and network users.
- Must obtain a valid New Mexico Driver License within thirty (30) days of employment.
- Experience in the following operating systems: Windows1 and 1 1 and windows Server operating system
- Knowledge of technical and “end-user” professional productivity products such as: MS Windows, MS Office and Adobe Acrobat software.
- Ability to apply current technology to user problems.
- Ability to handle multiple tasks and prioritize effectively.
- Ability to positively interface with departments and staff in accomplishing objectives.
- Ability to perform essential duties in the Work conditions described below.
- Ability to work with equipment, tools, and materials listed below.
Physical Functions:
- Must be able to sit for up to four hours at a time, and up to eight hours total per day.
- Must be able to stand and/or walk up to one hour at a time, and up to four total per workday.
- Must be able to bend at waist and twist/rotate if necessary approximately 10 times per workday.
- Must be able to reach with arms overhead if necessary approximately 10 times per work day.
- Must be able to work with arms extended for short periods of time, typically no more than one hour per workday.
- Must be able to lift up to 35 lbs and handle awkward computer equipment from time to time.
Working Conditions:
- Most essential job duties are performed indoors.
- Some jobs duties are performed in outdoor areas.
- Indoor work area temperature is controlled to maintain comfortable work environment year round.
- Outdoor work temperature can vary greatly throughout the year. Outdoor work will generally be suspended during inclement weather.
- Work is largely conducted on an even, dry surface. Indoor surface may be carpet or tiled other common floor coverings or concreate.
- Worker is required to utilize stairs in the performance of essential job duties.
- Worker primarily works alone, with or without explicit directions from supervisor.
- Worker may work with a small group of other individuals at times.
- Potential work hazards include dangers resulting from misuse of office equipment, and from climbing and descending stairs exposure to live electrical circuits.
Equipment, Tools, and Materials:
- Computer, cables, printers, electrical cords, telephones, duplication machine and fax machines computer and network testing equipment and limited hand tools are used.
- Paperwork is handled, such as: contracts, billings, invoices, purchase orders, requisitions, warrant check lists, payroll adjustments, checks and other forms and files.
