The Opportunity
WSDOT is seeking a detail-oriented and customer-focused IT System Administrator to support the Accounting and Financial Services (AFS) Division as part of the Financial & Systems Consulting Services Team. This position will provide administrative and operational support for financial and timekeeping systems that support statewide accounting and financial functions across WSDOT. In this role, you will be responsible for assisting with application testing, monitoring and triaging system update requests, performing low-complexity system configuration changes, managing system access and role permissions, supporting multiple AFS help desks, and maintaining the daily operation of critical financial systems. This role contributes to the effective delivery of statewide financial services by helping ensure systems meet business needs and support accurate, efficient, and compliant financial operations for internal and external customers. Strong candidates will possess skills in financial systems support, system configuration and troubleshooting, technical problem solving, access management, and collaboration in a fast-paced operational environment.

What to Expect
Among the varied range of responsibilities held within this role, the IT System Administrator will:
  • Plan, develop, and write Test Plans to include test cases and steps to test new configuration.
  • Perform regression testing to ensure data integrity across multiple environments pre-and-post updates.
  • Ensure production environment is operating in compliance with all relevant policies and law.
  • Act as WSDOT's role responsible for managing systems access, creating and managing assignment groups, role security, creating and managing system roles, and creating user accounts.
  • Act as the system admin for all AFS system maintenance and operation needs.
  • Manage the systems Help Desk; provide end-user technical support. Helps identify bugs and issues and communicate them to the configuration specialist.
  • Coordinate with Technology Services Division (TSD) system support staff to provide maintenance and operations support.
  • Serve as the backup to the system configuration specialist.
  • Utilize expertise, judgement, and knowledge of business processes to assess system issues in emergency situations and communicate/escalate those issues requiring management involvement.
  • Perform low- complexity system configuration in the environment to reduce knowledge loss risk and provide cross-support to the system configuration specialist.

Qualifications
To be considered for this opportunity, the following competencies are required:
  • Information Technology & Systems Administration: Experience supporting the development, implementation, maintenance, or administration of complex information technology systems across multiple platforms.
  • Financial Systems Support: Experience administering financial systems, developing complex financial queries and/or reports, or configuring systems to meet business needs.
  • Technical Knowledge & Systems Understanding: Knowledge of information technology principles, system architecture, standards, and system administration practices.
  • Project Coordination & Delivery: Ability to effectively participate in agency-wide projects, support deliverables, and meet established timelines and deadlines.
  • Technology Adaptability & Continuous Learning: Ability to learn, apply, and adapt to new technologies, systems, and business processes.
  • Analytical & Problem-Solving Skills: Ability to analyze information, identify relationships and patterns, evaluate issues, and determine appropriate solutions or recommendations.
  • Communication Skills: Ability to communicate technical and business information effectively with individuals and groups in a clear, professional, and customer-focused manner.
  • Customer Service & Technical Support: Ability to provide effective customer service and technical support by identifying issues, troubleshooting application problems, testing solutions, and verifying results.
  • Reliability & Accountability: Ability to maintain regular and reliable attendance and consistently support operational and customer service needs.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

It is preferred that qualified candidates also demonstrate:
  • Extensive Customer Service Skills: Demonstrated experience providing high-quality customer service in a technical, systems support, or operational environment.
  • Financial Systems Proficiency: Experience working with WSDOT systems such as TRAINS, HRMS, DOTtime, and AFRS.
