The IT Systems Analyst will support our client’s IT Project Management Office in delivering large-scale workflow and map-based software applications for permitting, inspections, roadway repair, bridge maintenance, and street signage management. The consultant will lead analysis, documentation, and coordination across business and technical teams to implement mission-critical systems used daily by our client’s operational staff.
Required Skills and Experience:
- Minimum 8 years’ experience with application software, data analysis, data structures, databases, programming, testing, implementation, and documentation across mainframe, mid-range, and PC environments.
- 8+ years specifying, analyzing, and documenting requirements for mission-critical web/client-server business applications.
- Strong experience identifying and documenting functional and non-functional requirements using techniques such as data flow modeling, workflow analysis, and functional decomposition.
- Proven ability to create and maintain artifacts such as business requirements, business rules, user stories, use cases, process maps, workflows, traceability matrices, permission matrices, and acceptance test cases.
- Excellent verbal and written communication skills; able to facilitate meetings, gather requirements from diverse stakeholders, and communicate complex or sensitive information tactfully.
- Strong analytical, decision-making, problem-solving, and facilitation skills, with experience driving consensus among multiple stakeholders.
- Understanding of application programming, databases, system design, and how legacy and web-based systems interface (Internet/Intranet/Extranet, client/server architectures).
Preferred Skills:
- BA/BS in a technology-related field or equivalent experience.
- Subject matter expertise in geographic information systems and experience with ArcGIS; ability to query geospatial datasets and write SQL queries.
- Advanced Microsoft Visio skills and familiarity with Azure DevOps or similar lifecycle management tools.
- Basic UX knowledge and ability to prototype user interfaces using tools such as Figma, JustInMind, Visio, or similar.
- Experience with Agile, Waterfall, and RUP SDLC methodologies and working across multiple concurrent projects.
- Professional certifications such as Certified Business Analysis Professional (CBAP) and/or SAFe certifications.
Desired Services / Responsibilities:
- Work with our client’s IT PMO and operational teams to identify, analyze, and document requirements for new and existing workflow and asset management applications, including those with map interfaces.
- Prepare, review, and update requirements, specifications, business processes, and solution recommendations using standard templates.
- Collaborate with business analysts, QA, developers, vendors, and other agencies to define, test, and implement functional requirements and acceptance criteria.
- Lead and participate in requirements-gathering activities (interviews, workshops, surveys, document analysis) and document existing system deficiencies and improvement opportunities.
- Develop and own analysis deliverables, define acceptance test conditions, create test plans, and support/lead user acceptance testing and defect resolution.
- Serve as liaison between business units, technology teams, and support teams; manage client expectations, support rollout strategies, and help maintain strong business–technology partnerships.
Engagement Details:
- Title: Senior IT Business Analyst / IT Systems Analyst (Analyst 3).
- Location: New York, NY 10041; primarily in-person per client policies.
- Schedule: Monday–Friday, 9:00 AM – 5:00 PM; up to 35 hours per week.
- Contract term: Up to 4 years from Notice to Proceed; temporary assignment with possible consideration for full-time employment with our client, subject to eligibility.
