POSITION SUMMARY

The IT Systems Analyst provides services to MHS staff through their work in designing, developing, and supporting MHS data systems to ensure solutions are developed to support the MHS objectives. As a key technical services resource, the IT Systems Analyst is responsible for the set-up and repair of MHS-based, end-user infrastructure and resolutions of desktop incidents and request reported by MHS users to the service desk. Advanced hands-on technical support is provided across a broad range of technical areas. The IT Systems Analyst ensures proper data integration and communication between interrelated systems; and ensures testing and installation for new or updated software systems. This position may have supervisory duties over other IT Systems Analysts in lower ranges when appropriate. Reports directly to the Director of Clinical Informatics.


PRINCIPAL DUTIES AND RESPONSIBILITIES

1. Analyzes, designs, and develops administrative and application reports, based on requests, using

reporting tools and database structures.

2. Acts as a liaison amongst MHS programs regarding software issues and provides assistance for

reporting and data needs.

3. Assists in the development of documentation, including user documentation and training manuals.

4. Documents departmental workflows, computer systems decisions, and application system designs and

procedures. Advises staff on the procedures and operations of new or revised system processes.

5. Coordinates with software developers, vendors, independent contractors, and end users to test processes

and ensure functionality and user acceptance.

6. Acts as a resource for user applications and addresses questions for existing information systems.

7. Responsible for installation, troubleshooting, maintenance and repair of hardware and software

necessary in delivery of health care.

8. Maintains application expertise through appropriate training and familiarization of system changes.

9. Participates in training MHC staff in effective use of the EHR systems.

10. Participates in Help Desk functions with HIT trouble calls, gather all information, and utilizes the

work order system to classify and record concerns, and dispatches the calls accordingly.

11. Exercises appropriate actions, including notifying Director, HIT or other appropriate party when willful

or unintended violations of the privacy act and HIPAA are discovered.

12. Perform on-call duties when scheduled as part of the overall 24/7 support coverage of HIT functions.

13. May require travel to remote locations on an irregular basis.

14. May be required to work alternative work schedules.

15. May be called to work off-shift in emergency situations.



Job Qualifications:

MINIMUM REQUIREMENTS

Analyst I: High School diploma or equivalent, working knowledge of MHS IT systems with the demonstrated ability to train users on the basic applications and logon/logoff functions. Ability to complete work with minimal supervision. Minimum (1) one years’ IT related experience.


Analyst II: Meet the requirements of an Analyst I plus an Associate’s degree in Computer Science, Information Technology, Information Systems Management, or related field. Two (2) years’ IT related experience in a healthcare industry. An equivalent combination of relevant education, work experience, or training may be substituted for experience or education.


Analyst III: Meet the requirements of Analyst I and II plus Five (5) years’ experience in system analysis support in a healthcare industry. An equivalent combination of relevant education, work experience, or training may be substituted for experience or education.


The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to sit for long periods of time with some standing and lifting. Must be able to lift 20 pounds. Work is primarily performed in an office setting. Maniilaq Association is not a latex free environment, therefore some latex exposure can be expected.


According to the needs of the organization, some incumbents in this job class may be required to obtain specific technical certifications.

  • Demonstrate ability to learn clinical and healthcare related software applications (Specific Cerner EHR

solution knowledge and experience preferred).

  • Demonstrate ability to learn patient care activities, hospital and outpatient environments and how the

services and functions interact.

  • Demonstrate ability to learn new trends in clinical practice & information systems, and applying that

knowledge.


  • Skill in managing multiple projects at the same time.
  • Skill in critical thinking, analytical skills, problem solving & issue resolution.
  • Skill in articulating technical and user needs in a concise manner easily understood by all.
  • Skill in training users in specialized software applications.
  • Skill in data collection and analysis.
