WHO WE ARE LOOKING FOR
The Information Technology (IT) Vendor and Contract Manager (Manager-III (Download PDF reader)), Grade M3, leads and manages procurement efforts for the Department of Technology & Enterprise Business Solutions (TEBS) and is the procurement subject matter expert for acquiring complex information technology-related resources, services, supplies, and equipment for the department. This position provides leadership and direction by managing a comprehensive, coordinated procurement program. The position is responsible for planning and directing procurement activities to support TEBS and County-wide users. It works with executive leadership to enhance value and efficiency for Enterprise-wide IT contracts. The position develops policies and procedures to ensure legal compliance, financial accountability, and effective resource utilization for assigned programs.
The Information Technology Vendor and Contracts Manager (Manager-III (Download PDF reader)) serves as the strategic leader responsible for overseeing all vendor management and contract administration activities for the Department of Technology and Enterprise Business Solutions (TEBS) within Montgomery County Government. Reporting to the TEBS Chief Operating Officer (COO), this position provides high-level guidance on IT contracts, ensures alignment with enterprise technology goals, and drives efficient, transparent, and compliant procurement processes. The role also includes supervision of three full-time professional staff members who support vendor management and contracting functions.

Experience: Five years of progressively responsible professional experience managing contracts.
Education: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Probationary Period: Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.
Medical Protocol: This position requires completion of a pre-employment Medical History Form to assess your ability to perform the essential duties of the role safely.
Financial Disclosure: This position is designated as one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs.
All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:
Possession of a Certified Professional Public Buyer (CPPB) credential, or an approved equivalent combination of training, education, and experience.
Demonstrated experience managing information technology (IT) contracts, including oversight of contract performance, compliance, and vendor coordination.
Experience working with government procurement and acquisition policies and procedures, with demonstrated ability to apply regulatory requirements within an operational environment.
Experience conducting or supporting contract negotiations, including clarification of requirements, evaluation discussions, pricing considerations, and resolution of contractual issues.
