Position Information


The ITS Operator Lead Worker supports the daily operations of the Traffic Management Center by leading a team of ITS Operators responsible for monitoring and managing roadway conditions using advanced traffic technologies. This position ensures timely incident detection, response coordination, and accurate traveler information dissemination to improve mobility and safety across the regional highway network.

The Lead Worker provides operational guidance, supports shift supervision, and ensures adherence to TxDOT policies and procedures within the TMC environment.

Position Description


Plans, coordinates and schedules shift operations for an Intelligent Transportation System (ITS) managed area. Leads a group of technical employees engaged in monitoring traffic via computerized surveillance and control equipment located within an ITS control center. Disseminates information to the public through various forms of communications. Works under time critical conditions when resolving emergency traffic situations. Work requires contact with governmental and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:
  • Coordinates with maintenance sections, police department, metropolitan transit, city officials etc., to discuss traffic problems and emergency response solutions.
  • Makes joint decisions regarding the need for emergency response teams and the methods of adjusting and correcting system equipment.
  • May serve as a lead worker and the related tasks
  • Oversees and monitors operations of the ITS for managing an area-wide transportation system
  • Advises the general public of traffic conditions through the use of computerized variable message signs, highway advisory radio and/or low frequency television broadcasts.
  • Develops and evaluates incident response scenarios
  • Disseminates traffic information through various communication devices to other governmental agencies located within the operations center and/or managed area.
  • Operates all equipment located within the operations control center
  • Uses two-way radios to interact with other transportation and law enforcement agencies
  • Performs other job responsibilities as assigned
Minimum Qualifications:

Education:

  • High School Grad or Equivalent in general high school studies


Experience:

  • 6 years of experience in traffic studies, analysis, computer ops, electronics, traffic management, telecommunication ops. (Experience can be satisfied by full time or prorated part time equivalent) Related college education or relevant technical training may be substituted for experience on a year per year basis. Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

  • Extensive knowledge of:
    • Freeway management system concepts and operations
    • Traffic flow principles and procedures
    • Radio protocol procedures
    • Applicable ITS related computer applications and operations
    • Emergency response procedures
  • Expert skill in:
    • Leading, assigning, reviewing, and monitoring the work of others
    • Coordinating and directing multiple projects
    • Analyzing and organizing business and technical data
    • Using computers, applicable programs, applications, and systems
    • Maintaining a safe and effective working relationship with others

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Standing - prolonged periods of time
  • Repetitive Motion - substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
