JIRA & Atlassian Administration Manager

Riyadh, Saudi Arabia

Key Responsibilities

  • Administer and maintain JIRA projects, workflows, screens, custom fields, user roles, permissions, and system

configurations.

  • Support departmental teams in designing JIRA workflows that reflect business processes for SDLC, CAB, PMO, QA, and

Service Management.

  • Collaborate with governance and quality teams to implement traceable, audit-ready setups aligned with ITQMS and

delivery standards.

  • Build and manage custom dashboards and advanced filters (JQL) for team-level and executive reporting.
  • Integrate JIRA with Confluence, Bitbucket, and Power BI for end-to-end tracking and reporting.
  • Automate tasks using JIRA Automation, ScriptRunner, or REST API for notifications, field updates, and ticket transitions.
  • Manage plugin installations and evaluations, ensuring compatibility, license compliance, and platform stability.
  • Train and support users across business and technical units on efficient JIRA usage, best practices, and self-service reporting.
  • Coordinate with hosting/infra teams for system upgrades, backups, and performance monitoring.
  • Maintain proper documentation for configurations, processes, and governance usage guidelines.

Requirements

QUALIFICATIONS

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
  • Strong understanding of Agile, DevOps, and IT delivery lifecycle tools and practices.

Experience

  • 7–10 years of IT experience, with 3–5 years in Atlassian administration, ideally in enterprise or regulated environments.
  • Proven experience in managing Atlassian platforms across multiple departments or functional teams.

Technical Skills

  • JIRA Administration: Expertise in configuring projects, custom workflows, screens, permissions, issue types, and automation rules.
  • JQL (JIRA Query Language): Advanced ability to build and manage filters for dashboards, boards, and reports.
  • Confluence Integration: Skilled in integrating and managing Confluence spaces for documentation, knowledge bases, and meeting

logs.

  • Power BI Integration: Ability to connect JIRA with Power BI for real-time reporting on KPIs, SLAs, and project performance

metrics.

  • Scripted Automation: Familiarity with ScriptRunner, REST API integrations, or Automation for JIRA for workflow automation.
  • Marketplace Plugins: Working knowledge of tools such as Xray (test management), BigPicture (project portfolio), and Tempo (time

tracking).

  • Bitbucket/CI Tool Integration: Experience in integrating JIRA with Bitbucket or other Git repositories for DevOps pipelines and

traceability.

  • Cloud & On-Prem Atlassian Support: Experience with Atlassian Cloud and/or Data Center deployments, including upgrades and migrations.

Leadership Skills

· Cross-Functional Collaboration: Proven ability to work with PMO, QA, ITSM, DevOps, and Business Teams to ensure platform alignment with process needs. · Platform Governance: Ability to define and enforce usage standards, project templates, and configuration baselines across departments. · Process Optimization: Leads the effort to continuously improve JIRA usage to support agility, reporting accuracy, and operational transparency · User Enablement: Skilled at training users, creating documentation, and enabling teams to adopt JIRA and Confluence effectively. · Stakeholder Engagement: Comfortable interacting with mid-to-senior level stakeholders, converting requirements into scalable solutions.

Preferred Certifications

  • Atlassian Certified JIRA Administrator (ACP-100) – Strongly preferred
  • Atlassian Certified Agile Development with JIRA (ACP-300) – Adds value for Agile/DevOps alignment
  • ITIL® v4 Foundation – Helpful for managing JIRA Service Management (JSM) and ITSM alignment
  • Microsoft Power BI Data Analyst (PL-300) – Useful for advanced reporting and data modeling
  • Scrum Master or SAFe Practitioner – Desirable for Agile/Scaled Agile environments
