We are seeking a highly motivated and experienced Journeyman Procurement Specialist to support procurement strategy, compliance, and operations for Department of Defense (DoD) programs. The ideal candidate will bring deep expertise in FAR/DFARS regulations, supply chain integrity, vendor vetting, and materials lifecycle management to help drive efficient, compliant, and cost-effective procurement for a Bill of Materials, expediting and final delivery of items. This role will contribute to the development and scaling of a standardized procurement function to support high-visibility, high-impact government contracts in mission-critical sustainment efforts. The selected individual will work closely with the NDTI corporate team to ensure alignment on best practices, policy interpretation, and enterprise knowledge sharing across programs.
JOB DUTIES AND RESPONSIBILITIES
Lead end-to-end procurement for government contracts, including RFQ analysis, market research, sourcing, pricing, negotiation, documentation, and vendor management in accordance with FAR/DFARS and corporate Enterprise Business Systems.
Execute and manage purchase requisitions and purchase orders through accounting platforms (corporate Enterprise Business Systems ), ensuring compliance with internal controls and procurement timelines.
Support in the development, rollout, and maintenance of procurement SOPs and checklists across our portfolio to ensure process consistency and compliance.
Build and maintain compliant vendor pipelines, including counterfeit risk mitigation, sole-source justification processes, and cost tracking models.
Support program managers in budget forecasting and materials planning, helping translate government requests into procurement strategies that avoid rework or noncompliance.
Liaise with NDTI corporate contracts, finance, and purchasing teams to ensure audit-ready procurement files, including price reasonableness documentation.
Serve as a mentor or task led to junior procurement and logistics personnel as needed.
Advice on lifecycle upgrades and replacements, particularly EoL mitigation, and coordinate closely with OEMs and vendors on availability, compliance packaging, and SPI.
Provide cost-saving strategies through lean methodologies and vendor renegotiations, contributing to program profitability.
Establish a set of vetted sources that can be leveraged during the procurement process.
Act as a critical bridge between technical stakeholders, government customers, and vendors to proactively resolve procurement delays and ensure mission readiness.
Review Bill of Material from engineering drawings or other sources and identify appropriate source vehicles from a standard set of available contracts or new sources.
Due to the sensitive nature of the work, U.S Citizenship is required.
Education, Background, and Years of Experience
BS degree and a minimum of 3 years’ experience supporting DoD or NASA programs or a High School or Technical Certificate and a minimum of 8 years of experience supporting DoD or NASA programs. A Journeyman labor category typically performs all functional duties independently.
Exposure to cost tracking for CPARs, and DCMA audit prep.

Salary: The expected annual pay range for this position is $70,000 to $95,000 based on candidate experience and qualifications as well as business considerations.
