Introduction


The Wisconsin Judicial Council is seeking an attorney to serve as the Judicial Council Attorney.

The council is a 21-member body authorized to advise the Supreme Court, the Governor and the Legislature on any matter affecting the administration of justice in Wisconsin, and it may recommend Supreme Court rules or legislation to change the procedure, jurisdiction or organization of the courts. The council studies the rules of pleading, practice and procedure, and advises the Supreme Court and Legislature about changes that will simplify procedure and promote efficiency.

This position will work remotely from the selected candidate’s home location and will require independent travel to Madison, WI for in-person council and sub-committee meetings, trainings and/or operational needs. This topic will be discussed in more detail during the interview process.

Position Summary


Under the direction of the Wisconsin Judicial Council’s chairperson, this unclassified position will be responsible for:


  • Providing legal counsel and services to the Judicial Council and its subcommittees on court pleading, practice and procedure that are under consideration by the Judicial Council.
  • Preparing legal opinions and memos relating to interpretation of state statutes and court rules, and federal or other state statutes and regulations.
  • Drafting and reviewing proposed rulemaking recommendations.
  • Advising the Judicial Council on issues under its consideration.
  • Attending Council meetings, preparing Council documents, and administrative task related to the function of the Council.

Salary Information


The starting rate for this unclassified Judicial Council Attorney position (Unclass Non-ESG Leg & Judicial, schedule/range 01-00) will be $44.00 per hour ($91,520 annually) - $50.88 per hour ($105,830 annually) depending upon candidate qualifications.

Job Details


The position requires independent travel to Madison, WI for in-person council and sub-committee meetings, trainings and/or operational needs. The selected candidate must possess a valid Wisconsin driver’s license and meet the State’s Risk Management Requirements or have the ability to obtain one’s own transportation.

The selected candidate shall be strictly nonpartisan and not make a contribution to a candidate for state office or local office while employed by the Judicial Council.

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.


Qualifications


Candidates must be currently licensed to practice law in the State of Wisconsin and be in good standing with the State Bar of Wisconsin. Candidates must be residents of Wisconsin.

In addition to the above, a minimally qualified candidate will have experience with each of the following:

  • Researching, analyzing, and interpreting state, federal, and local laws, rules and regulations, and other complex documents.
  • Providing legal advice, counsel, and recommendations.
  • Drafting legal documents including correspondence, memorandums, briefs, petitions, legal opinions, proposed decisions, etc.

In addition, well-qualified candidates will also have experience with one or more of the following:

  • Public records and open meetings law, including handling public records requests and open meeting requirements.
  • Serving as a liaison or representative for an organization with internal and external stakeholders (i.e., scheduling and attending meetings, serving as a lead or point of contact for a committee/organization, responding to inquiries by e-mail or phone, representing the organization at external events, etc.).
