Healthcare Staffing Professionals has an immediate need for a Junior Program Analyst (JPA). This position is held with the Office for the Advancement of Early Care and Education (OAECE) Universal PreKindergarten (UPK). The Office for the Advancement of Early Care and Education (OAECE) leads countywide efforts to strengthen early care and education systems through collaborative planning, policy development, and coordination. Through the Child Care Planning Committee, OAECE engages families, educators, public agencies, and community stakeholders to address infrastructure needs across affordability, quality, inclusion, and access. In Los Angeles County, the Child Care Planning Committee also serves as the UPK Mixed Delivery Grant workgroup. UPK in Los Angeles County is an initiative that expands early learning programs for children ages 3 and 4. It is an umbrella term that includes Transitional Kindergarten (TK), California State Preschool Programs (CSPP), Head Start, and other community- and private-based preschool options. The aim is to provide access to high-quality early learning experiences for all children before they enter kindergarten.
The position will start immediately upon acceptance and employment clearance and is funded through 6/30/26.
Pay Rate: $42.08/hr working 40 hours a week
Location: Position will be hybrid, 2 days a week in office.

Key Responsibilities
The Universal PreKindergarten (UPK) Junior Program Analyst will support the development, coordination, and evaluation of the OAECEs UPK planning work under its UPK Mixed Delivery Planning Grant (UPKMDPG) contract with the CA Department of Education (CDE). This position is responsible for the management and support of grants and contracts between the OAECE and its subcontractors.
The Junior Program Analyst will coordinate program development, administration, and implementation of activities that increase access to early care and education programs, support the early education workforce, strengthen special needs service coordination, and build partnerships with local education agencies (i.e. school districts and charter schools). This position will also work closely with the OAECE staff that manages the Child Care Planning Committee and will assist as needed. The UPK Junior Program Analyst will report to the LPC Staff Analyst. Key responsibilities include:
- Contract development and management
- Coordinating budget tracking, reporting, and monitoring
- Facilitating internal and external meetings
- Analyzing data collection and preparing recommendations
- Acting as a representative of the OAECE UPK Team and speaking in public settings
- Creating reports and presentations to communicate program progress, outcomes, and recommendations
- Collaborating with team members to ensure project milestones and deliverables are achieved
- Assisting in the coordination of the Child Care Planning Committee
Requirements;
A bachelor's degree from an accredited college or university in either public health administration, epidemiology, public health statistics, public health microbiology or communicable disease control -AND- two years of experience performing assignments in mental health or public health program analysis. A master's degree from an accredited college or university in either public health administration, epidemiology, public health statistics, public health microbiology or communicable disease control may substitute for one year of the required experience.
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Desired Qualifications:
- Professional experience performing program support, administration, or analysis for government, education, public health, nonprofit, or social service programs, including responsibility for one or more of the following: contract or grant administration, budget tracking, reporting, or project coordination.
- Experience managing contracts and subcontractor relationships, such as drafting scopes of work, monitoring deliverables, tracking invoices, or preparing contract status reports.
- Expertise with data collection and analysis, including gathering quantitative and qualitative data, preparing reports and presentations, and using data to track program progress and outcomes.
- Experience facilitating or supporting meetings and public presentations, including preparation of agendas, meeting materials, and delivering updates to internal teams or external stakeholders.
- Expertise assisting with budget tracking, monitoring, and basic fiscal reporting for projects or grants.
- Strong written and verbal communication skills, including producing clear reports, PowerPoint presentations, and speaking in public settings.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
- Ability to work collaboratively across agencies and with families, providers, and education partners and to represent the OAECE UPK team in public or stakeholder settings.
