We serve the residents of Hamilton County in more ways than you may realize! Hamilton County is seeking a Labor & Employee Relations Manager to facilitate collective bargaining and support employee relations across the organization. In this role, you will coordinate and support labor negotiations in partnership with external consultants, advise management on contract interpretation, and oversee grievance administration and workplace investigations. You’ll play a key role in ensuring consistent, fair, and legally compliant practices that align with the County’s mission and values. Summary of Job Duties:
  • Collective Bargaining and Contract Administration
    Leads or co-leads contract negotiations for Board of County Commissioners (BOCC) bargaining units, in coordination with
    consultants as appropriate. Serves as County's spokesperson or chief negotiator, preparing proposals, cost estimates, contract
    language and Board resolutions. Advises management on contract interpretation and application of labor provisions. Tracks and analyzes labor costs, wage/benefit comparisons, and bargaining trends to inform negotiations and fiscal planning. Remains abreast of collective bargaining agreements across all County departments to promote cooperation, consistency in labor practices and alignment of strategies across the County Organization. Informs the Human Resources Director of the status of negotiations.
  • Employee Relations, Investigations and Policy Administration
    Provides expert advice to County Leadership on employee relations matters, discipline, and policy application. Conducts and oversees investigations into employee complaints and potential policy violations and recommendations resolution. Reviews and approves disciplinary actions to ensure legal and policy compliance. Coordinates with managers on performance evaluations, probationary removals, and corrective actions. Reviews and updates the Personnel Policy Manual and recommends revisions to maintain compliance with laws and best practices. Oversees leave administration and accommodation programs; ensure compliance with federal, state, and local requirements.
  • Grievance, Arbitration and Equal Employment Opportunity
    Administers the grievance process; ensuring timely response and proper documents. Represent the County in grievance arbitrations, disciplinary hearings, and before the State Personnel Board of Review, partnering with County Prosecutor, as needed. Responds to unfair labor practice charges filed with SERB and represents the County accordingly. Oversees responses to EEO charges related to applicants and employees, partnering with County Prosecutor on position statements and mediation efforts. Monitors all program activity to identify trends and recommend proactive interventions.
  • Special Projects and Continuous Improvement
    Monitors legislative and regulatory developments affecting labor, employee relations, and leave/accommodation compliance,
    recommends policy or contractual adjustments. Partners with employee training and development team on creation and delivery of training programs associated with contract administration, leave/ADA compliance, employee relations best practices. Creates process documentation to ensure continuity of labor and employee relations practices. Sets goals for, plans and prepares budget for program area. Demonstrates regular and predictable attendance.
Minimum Qualifications:
  • Bachelor’s degree with major course work in labor law, personnel management or related field
  • five (5) years training and/or experience which indicates a thorough knowledge of labor relations, contract negotiations, grievance process, management and supervisory techniques, government structure and process, and excellent communication and interpersonal skills
  • or equivalent combinations of education and experience.

  • 40 Hour Work Week, generally between core hours of 7:30-5:30
