LABORATORY TECHNICIAN

Summary of Duties

Work involves responsibility for preventing and correcting industrial and commercial waste disposal processes involving discharges which are harmful to sanitary sewers, interfere with municipal sewage treatment facility operation, are dangerous, or have obnoxious odors. Work involves routine inspections of industrial and commercial waste discharges. Cooperate with private management during all investigations.


Essential Duties and Responsibilities

  • Inspect industrial and commercial operations to ensure compliance with ordinances and permit requirements governing discharge of industrial and commercial waste.
  • Inspect the dimensions, operations and maintenance of floor drains, sand traps, settling tanks, clarifiers, neutralizing tanks, grease removal equipment and other equipment used in the treatment, disposal and control of industrial and commercial waste.
  • Check volume and content of industrial waste discharges into sewers to determine if unpolluted water can be diverted to storm drains.
  • Make field tests to determine if wastes discharged are causing deterioration of sewage facilities or causing pollution and contamination of surface and underground waters.
  • Test for explosive gas in sewers with gas detection equipment and prepares and submits reports of activities and findings.
  • Sample industrial wastes and composites them according to flow variations.
  • Operate and maintains water pollution control monitoring equipment.
  • Report observations to supervisors regarding waste sampling techniques and inspection assignments.
  • Record all irregularities or unusual characteristics observed in wastes discharged from existing or modified processes.
  • Cooperate with private industry and commercial property management staff during all investigations.

Minimum Qualifications

  • Some knowledge of the techniques involved in obtaining industrial and commercial waste samples and in making routine chemical and physical tests.
  • Knowledge of installation, maintenance and operation methods and facilities used for the control of industrial and commercial wastes before their discharge into the municipal sewer system.
  • Ability to determine volume, temperature and conductivity of industrial and commercial waste discharge.
  • Ability and technical knowledge sufficient to inspect drains, traps, settling tanks, clarifiers, and neutralizing tanks.
  • Knowledge of operating characteristics of grease removal equipment, recording devices and related equipment.
  • Knowledge and ability sufficient to inspect sanitary sewers for pollution from residential, industrial and commercial waste.
  • Ability to prepare accurate inspection reports and to establish and to maintain effective working relationships with associates and the general public.
  • Skills in the use and care of testing and sampling equipment used in obtaining samples and making routine chemical and physical tests.
  • Must be able to obtain a Class D Wastewater license within one year of employment.
  • Six months experience in obtaining wastewater samples and conducting of routine chemical and physical tests or any equivalent combination of formal education and experience that provides the necessary knowledge, skills and abilities.
  • Must maintain a valid class B, Commercial Driver’s License.
  • Must maintain a telephone at residence and be available for emergency call-in while employed by the City.
  • High School Diploma or equivalent supplemented by advanced course work in chemistry, biology, physics or other of the basic sciences.


Work Environment, Physical Demands, and Other Requirements

  • Work requires good physical condition, including the functions of standing for long periods of time, walking, bending, reaching and ability to frequently lift up to 50 pounds, 100 pounds with assistance.
  • Must be able to pass annual physical and drug testing.
  • Must have hearing, vision and speech ability to the degree that essential functions can be completed.
  • Work performed in temperature-controlled office environment as well as in the field under the full range of climatic conditions of heat, cold, rain, snow or other forms of precipitation.
  • Fieldwork also involves exposure to dust, dirt, fumes and other atmospheric conditions associated with performance of essential duties and responsibilities.
