Job Summary:

Program Project Specialist 2 - FLSA Non-Exempt - Grade 19

This position will be responsible for administrative support of the Law Enforcement Branch (FOLE). Under general direction, this position will provide consultative services, technical guidance and administrative expertise to FOLE staff in design, development, implementation and evaluation of operations related to procurement, correspondence, tracking time-sensitive work products, staffing, training, record keeping, budget management, and other Department policies and processes., Supervises an employee. Assists Branch Chief with other duties as assigned, including assisting with coordination/planning of Branch meetings and event/activity logistics. Confer with the Branch Chief and other Department work units to improve coordination/management of the Branch. Assist with Branch equipment maintenance, equipment tracking and interpreting and apply complex statutes, rules, regulations, policies and procedures as applicable for the administration of the Branch. Provide effective communication with the public, resolving complex complaints and issues in person, by phone, by email, and via U.S. mail.

Job Duties:

Major duties may include:

  • Assist Law Enforcement Branch Chief with developing and distributing office, correspondence and communications, tracking time-sensitive work products. Work with Branch Chief on sensitive and confidential matters including assisting with coordination/planning of meetings, and completing monthly reconciliation of Branch budgets and associated account expenditures.

  • Responsible for the administration of the Departments revocation process. Records and maintains record of payments, revocation periods, and the completion of Hunter Safety Education classes. Compiles and distributes Hunting and Fishing license revocation cases with 6 regional offices throughout the state.

  • Prepares and distributes Commission Findings of Fact, and Conclusions of Law, and Order.. Serve as the public liaison for the Interstate Wildlife Violator Compact and handles all public inquiries relating to their revocation requirements and status.

  • Budget monitoring and reporting for multiple funding sources for the Branch. Ensure project leaders and program managers stay within budget allocations; report any noted discrepancies.

  • Provide appropriate hiring, supervision, mentoring, scheduling and evaluation of subordinate staff. Delegate work assignments and provide hands-on training.

  • Coordinate Branch vehicle and equipment, repairs and maintenance.

  • Serve as liaison for the Branch, to different work units and employees. Monitors leave balances for the Branch project leaders. Participate in the interviewing process, training, and professional development plans for direct reports. Supervise the coordination of volunteers and community service individuals for the Branch.

  • Performs other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge of program planning and design; Commission/Department policies, loss-control policies/procedures, ARS 17 -wildlife laws, ARS 5-watercraft laws, ARS 28 - relating to off-highway vehicle laws, and other applicable statutes. Federal, State and Department laws, rules and policies governing personnel matters. Department organizational structure, personnel rules and laws; supervision; delegation; watercraft procedures, sales accounting, other states titling and registration laws. Boat styles, engine styles, capacities; boat terminology; other states' game and fish and/or MVD laws regulating titling and/or registration of watercraft; computer operations and data bases; Department's security system; invoicing and fiscal management; policies, procedures, laws, regulations related to state activities and contract administration. The candidate will be skilled in oral and written communication; Google suites and Microsoft. The candidate will have the ability to review and evaluate program activities; develop plans and methods for improvement to operations tracking processes; establish and maintain effective working relationships with internal and external customers.

Selective Preference(s):

The preferred candidate will have three years of administrative/budgetary and supervisory experience.
