The Law and Policy Specialist will play a key role in advancing PEIC’s thought leadership and legal advocacy by conducting research, collaborating with strategic partners, and disseminating findings through publications and events. This position offers the opportunity to engage with international partners, contribute to global education and development initiatives, and strengthen EAA’s ability to deliver sustainable and impactful results, ensuring that the right to education remains protected in contexts of conflict and insecurity.


Key Activities

The successful candidate will contribute to PEIC’s research, advocacy, and policy work through the following key responsibilities:

  • Conduct research on law, policy, and global governance to inform PEIC’s advocacy and thought leadership.
  • Contribute to the development and publication of briefings and policy engagements that advance PEIC’s legal advocacy to protect education during conflict and insecurity.
  • Track and interpret developments in international law and policy related to PEIC’s mandate and share insights within the organization.
  • Contribute to PEIC’s thought leadership, publications, and legal advocacy strategies, ensuring alignment with EAA’s goals.
  • Represent PEIC in international, regional, and national forums, conferences, and workshops.
  • Build and maintain partnerships with universities, legal research centers, human rights organizations, and private sector partners to advance PEIC’s mission.
  • Collaborate with the EAA External Relations team to support outreach and partnerships with Qatari and international stakeholders.
  • Strengthen internal policies and practices to enhance the reach and visibility of PEIC’s thought leadership across EAA.
  • Collaborate with internal departments on fundraising, communication, and knowledge-sharing initiatives.
  • Liaise with external consultants and contractors to support the effective delivery of program activities.
  • Monitor implementation progress to ensure timely and quality completion of work plans.
  • Prepare and maintain program documentation such as concept notes, proposals, meeting minutes, and reports, ensuring results are tracked and evaluated.


Education

  • Bachelor’s degree in International Law, Human Rights Law, Humanitarian Law, Public Policy, Political Science, International Relations, or a related field.


Experience

  • 3–5 years of relevant professional experience in legal research, policy analysis, political science, international relations, public policy, or legal advocacy.
  • Candidates with fewer years of experience may also be considered if they demonstrate a strong understanding of the field and a genuine passion for advocacy and advancing the right to education.


Knowledge and Skills

  • Solid understanding of law, policy, and global governance, with a focus on international law and education-related issues.
  • Strong intellectual curiosity and ability to conduct policy-oriented research and analysis.
  • Proven technical knowledge of legal and policy frameworks relevant to education in contexts of conflict and insecurity.
  • Excellent written and verbal communication skills in English, with the ability to produce clear and impactful publications and briefs.
  • Strong ability to build and maintain effective stakeholder relationships across diverse institutions and sectors.
