Manager, IT Procurement
Purpose:
The job holder oversees and manages the procurement of high-value goods, services, and project-related requirements across the University, ensuring compliance with AUC’s procurement policies, financial guidelines, and operational needs. The role covers large purchasing volumes, complex projects, and decision-making in vendor selection, contract negotiation, and process improvement.
Responsibilities:

Procurement Management: Manage the full procurement cycle for large and complex purchases, including project-related requirements, from initial request and tender preparation to bid evaluation, contract administration, and final completion, ensuring timely delivery, compliance with University policies, and adherence to approved budgets

Vendor Management: Identify, evaluate, and qualify vendors, maintain updated vendor lists, develop new sources, and build effective relationships with local and international suppliers

Tendering and Bidding: Prepare and manage Requests for Proposals (RFPs), Requests for Quotations (RFQs) and bid invitations, review quotations, compare offers, and participate in bid evaluations to secure best-value procurement decisions

Negotiation and Contracting: Lead vendor negotiations on pricing, delivery, and contract terms

initiate, draft, and administer purchase orders and supply agreements while ensuring compliance with legal and policy requirements

Market Analysis: Conduct market research to assess pricing trends, product availability, and supplier performance, and recommend sourcing strategies and potential substitute materials

Budget and Cost Control: Review high-value requisitions for funding availability, support cost-saving initiatives, and ensure all procurement activities adhere to approved budgets

Performance Monitoring: Maintain procurement reports, vendor evaluations, and operational control records to measure efficiency and ensure compliance with established targets

Internal Coordination: Work closely with departments and units to clarify specifications, agree on timelines, and follow up on order status to ensure needs are met effectively

Compliance and Documentation: Maintain complete, organized procurement files, ensure audit readiness, and comply with all AUC financial and procurement regulations

Team Collaboration: Support and mentor other buyers as needed, promote ethical and transparent purchasing practices that uphold the University’s integrity and financial stewardship

Continuous Improvement: Identify and implement process enhancements to improve timeliness, documentation accuracy, and service quality in procurement operations
Qualifications and Skills:
Education and Experience:

University degree is required

Supply Chain Management (SCM) or Chartered Institute of Procurement and Supply (CIPS) certification(s) is an asset

Minimum of 10 years of relevant experience, corporate or multinational, with at least five years in management
-
Project procurement management and contractual or financial management experience are assets
Technical Skills:

Procurement Expertise: Demonstrate solid knowledge of end-to-end procurement processes, including tendering, evaluation, and contract administration

Market and Product Knowledge: Maintain awareness of market conditions, pricing trends, and supplier capabilities relevant to assigned categories

Analytical and Negotiation Skills: Assess bids and financial data, interpret market information, and conduct fair, results-oriented negotiations to secure best value while maintaining strong supplier relationships

Quality and Risk Management: Assess supplier performance and mitigate risks related to pricing, delivery, and service reliability

Behavioral: Highly organized, detailed-oriented, customer-focused, diplomatic, and capable of managing multiple tasks simultaneously under pressure
