Job Description:
To lead the development of the Gender Parity Report in Sindh by combining expertise in gender analysis with strong data management and statistical skills. The consultant will be responsible for generating robust, disaggregated data and actionable gender insights that inform evidence-based policymaking and programming for gender equality in the province.
Main Responsibilities:
Research & Analysis:
- Leadership & Strategy:
- Lead the research team to ensure data consistency among the data received from Government departments/institutions of Sindh
- Ensure integration of gender perspectives across all data collection, analysis, and reporting stages.
- Data Collection & Analysis:
- Lead data collection and validation processes, ensuring the use of reliable sources (government, surveys, research studies, administrative data, etc.).
- Manage large datasets, ensuring proper cleaning, disaggregation (by sex, age, location, etc.), and statistical analysis.
- Develop gender-specific indicators and ensure alignment with global and national gender monitoring frameworks.
- Report Development:
- Draft analytical sections of the Gender Parity Report with evidence-based findings and visual data presentations (tables, graphs, infographics).
- Translate complex data into accessible, policy-relevant insights.
- Ensure quality assurance and consistency in reporting.
- Reviewing chapters of the report to ensure that the data is updated, accurately and appropriately presented.
- Tabulation and graphical representation of the data
- Providing technical inputs on the tools.
- Review report for overall consistency and accuracy in data including statistical appendices.
- Stakeholder Engagement:
- Collaborate with government agencies, academic institutions, CSOs, and development partners to strengthen data reliability and buy-in.
- Facilitate technical consultations, validation workshops, and dissemination events.
- Support Sindh Human Rights Department’s senior management for presentation on updates/findings in different meetings
- Capacity Building:
- Provide technical guidance on gender-responsive data collection and analysis to project teams and partners.
- Build capacity of government departments/institutions on sharing/providing the data for the SGPR.
- Lead the consultative meeting with the stakeholders on providing data on the formats for the SGPR according to the set indicators.
- Develop and conduct trainings of Sindh GMIS/GPR team and relevant government officials, as and when required.
Job Requirements:
- Advanced degree (master’s or higher) in Statistics, Data Science, Economics, Social Sciences, or Gender Studies with a strong quantitative background.
- Minimum 7-8 years of professional experience in gender research, quantitative/qualitative data analysis, and report writing.
- Proficiency in data analysis tools/software (e.g., SPSS, Stata, R, Python, Power BI, or Excel advanced functions).
- Proven track record in designing gender indicators, surveys, and data validation frameworks.
- Strong knowledge of gender equality frameworks, SDGs, and Pakistan’s gender policies.
- Excellent analytical and writing skills with the ability to present data in clear, compelling formats.
- Experience in stakeholder coordination, particularly with government institutions and development partners.
- Strong interpersonal skills, with the ability to work independently and deliver high-quality outputs under tight deadlines
- Carry out any other task assigned by the supervisor
