Description of Work

Broughton Hospital’s Human Resources (HR) Department is currently accepting applications for a HR Technician II – Leave/Benefits Administrator. This position is a member of a 13-person HR Team dedicated to providing customer service to more than 1,200 employees. The HR Department provides hospital management, supervisors, and employees with guidance and directives towards the accomplishment of the hospital’s mission as well as guidance on HR policies and procedures that pertain to employee benefits, Workers Compensation, and time and leave administration as mandated by the Department of Health and Human Services (DHHS) and the Office of State Human Resources (OSHR). As a Leave/Benefits Administrator, this position will assist Broughton Hospital with the administration of leave and benefits in accordance with OSHR and DHHS policies and procedures. The role will foster a collaborative relationship with Central HR Benefits to drive optimization of HR initiatives and deliverables.

Key duties and responsibilities include, but are not limited to:

Advising employees on their available benefit and leave options.
Presenting benefits information to newly hired employees in General Hospital Orientation (GHO). facilitates Open Enrollment activities.
Facilitates Open Enrollment activities and assists employees registering for and/or changing their benefits upon hire, during open enrollment, or in response to qualifying life events (QLE’s).
Initiating/Processing various actions and/or making time entry changes in the HR Integrated System.
Consult employees regarding retirement and advise them of their options.
Assisting employees with applying for various types of leave, including Family Medical Leave, Family Illness Leave, Extended Illness, Military Leave, Voluntary Shared Leave (VSL), Short- and Long-Term Disability, creditable state service etc.
Ensuring that all paperwork is received, processed, and mailed in accordance with established timeframes.
Communicating with employees, management, timekeepers, Central Benefits and other key stakeholders to obtain accurate and complete information.
Creating leave communications in various formats for key stakeholders to keep them up to date on leave and benefit options, employee leave status, required documentation needs, etc.
Working closely with and serving as a backup for the Worker’s Compensation (WC) Administrator.
Maintaining employee files that document the course(s) of action taken in various situations with the necessary supporting documentation.
Preparing reports and/or gathering information and data as requested; and
Completing other assignments or working on special projects as needed.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $35,984.00 - $62,971.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Knowledge of Leave and Benefit programs; specifically, FMLA Administration and Disability programs.

  • Exercise judgment and discretion in applying and interpreting policies and guidelines

  • Ability to communicate effectively with others orally and in written form

  • Ability to work confidentially, independently and accurately while planning, directing and reviewing work

  • Proficiency using Microsoft Office Suite, such as Word, PowerPoint, Excel, and Outlook.

Management Preferences (if applicable)

  • Experience using Integrated HR-Payroll System (FIORI), Orbit, and Kronos.

  • Experience assisting employees with obtaining various types of leave (i.e. Family Medical Leave, Family Illness Leave, Worker’s Compensation, Voluntary Shared Leave, Credible State Service and/or Short- or Long-Term Disability)

  • Experience assisting individuals with registering for and/or changing benefits

  • Ability to establish and maintain effective working relationships with others; to handle confidential matters with tact and discretion; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making decisions within area of responsibility; able to learn and apply rules, procedures, and practices for various human resources management activities or personnel actions.

Conditional Requirements: Selected applicants must be able to pass a State Bureau of Investigation Criminal History Check, and complete and pass BLS/CPR training and Crisis Prevention Intervention (CPI) training during orientation.

The working schedule for this position is Monday through Friday from 8:00am to 5:00pm ; however, flexibility is required to meet hospital and employee needs.

About the Facility:

Broughton Hospital is one of the three regional psychiatric hospitals with statutory responsibility for operating as part of the Division of State Operated Healthcare Facilities (DSOHF). With the North Carolina Department of Health and Human Services, we provide help and support to North Carolinians, and their families, experiencing mental illness. Our hospital serves the western thirty-seven (37) counties of North Carolina, as part of the state's system of care and treatment for persons with mental illness.

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.
