Position Summary

Performs highly advanced (senior-level) legal assistant work. Work involves coordinating legal activities; researching, analyzing, investigating, and drafting legal documents; and providing support to division attorneys. Works under minimal supervision of the agency General Counsel, with extensive latitude for the use of initiative and independent judgment.

  • Schedules, maintains, and prioritizes division assignments and attorney workloads; manages the creation and maintenance of division tracking and information systems for incoming, current, and processed assignments; manages division contracts and data catalogs.

  • Prepares synopses, abstracts, or summaries of complex legal issues. Coordinates, assembles, and prepares evidence, exhibits, affidavits, and documents for use in legal proceedings.

  • Responds to public information requests, helps with open meetings issues, and prepares and publishes proposed and adopted rulemaking.

  • Reviews contracts, amendments, and other legal documents for accuracy and accord with state law. Drafts and responds to correspondence and opinion requests involving legal interpretations and decisions.

  • Researches and analyzes legal sources such as statutes, case law, administrative records, opinions, articles, treaties, property titles, and rules and regulations. Conducts statistical, documentary, and investigatory research.

  • Coordinates with internal clients to understand needs, requirements, and deadlines.

  • Prepares attorneys for meetings with clients, vendors, stakeholders and opposing counsel, along with preparing attorneys for conferences, speaking engagements, and trainings.

  • Assists in all phases of hearing and trial preparation and e-files pleadings as necessary.

Additional Duties
  • Assist with council or board administration duties – meeting preparation, printing the council/board book, mailing documents to council/board members, etc.

  • May draft cost analyses and bill summaries for proposed legislation, and tracks and analyzes relevant legislation.

  • Performs other work-related duties as assigned.


Qualifications
Education
  • Graduation from an accredited four-year college or university with major coursework in law or a related field.

  • Additional work-related experience may substitute for education on a year-for-year basis (High school diploma required)

Experience and Training Required
  • Minimum of five years of experience performing work as a legal assistant

Experience and Training Preferred
  • Experience providing legal assistance in a State of Texas government agency

Certifications
  • Certified Legal Assistant (CLA) or other related certification, preferred.

Knowledge, Skills, and Abilities
  • Knowledge of Texas state government, state legislative processes, and the state budget process

  • Knowledge of legal terminology and of state and federal laws, rules, and regulations

  • Knowledge of administrative and court procedures and of public notice requirements

  • Ability to conduct research; to draft, prepare, and interpret legal documents; to evaluate and relate findings to cases or legal issues in question; to conduct investigations

  • Demonstrated ability to work on concurrent tasks in a fast-paced environment while effectively organizing, prioritizing, and coordinating work assignments

  • Maintains relevant knowledge necessary to perform essential job functions

  • Ability to exercise discretion when handling confidential information

  • Ensures security and confidentiality of sensitive and protected information

  • Ability to effectively interpret policies, procedures, and regulations

  • Ability to understand, follow, and convey brief oral and written instructions

  • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, and internal and external customers

Computer Skills
  • Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (such as Microsoft Office suite).
