JOIN THE CITY OF ORANGE AS A LIBRARIAN III!The current vacancy is in the Technology & Support Services Division. The eligibility list established from this recruitment may be used for future full-time vacancies in the Technology & Support Services Division or Reference & Local History Services Division.The Orange Public Library is looking for an experienced Librarian III for the Technology & Support Services Division. This role will oversee the full lifecycle of library materials—from acquisition to the shelf—while managing the digital systems that help our community find them. Key responsibilities include but are not limited to: supervise para-professional staff, oversee all aspects of acquisitions, cataloging, and materials processing; manage the public-facing online catalog; and lead cataloging systems and specialized technical projects.Under general supervision, provides technical and functional direction to other staff; develops and provides a full range of technical and/or direct library services to the community and performs a variety of professional librarian duties including development of programs and services for target audiences, reference, collection development and management, and/or cataloging; identifies current community needs and projects future needs; takes initiative to assist in improving library services; and performs related work as required.SUPERVISION RECEIVED AND EXERCISEDReceives general supervision from a Library Manager I/II or other management staff. Exercises technical and functional direction over and provides training to assigned library professional, para-professional, clerical, part-time, and/or volunteer staff.Class CharacteristicsThis is the advanced professional-level class within the Librarian series. Incumbents fill a highly specialized library assignment that requires substantial specialized skills and experience combined with specialized qualifications or certifications in addition to the Master of Library Science degree. Examples include facilities management, local history, and web development. Incumbents may lead specific Library services as subject matter experts. Appointment to the Librarian III class requires an opening and that the employee demonstrate the ability to perform the full range of duties and meet the qualification standards for the higher class. When filled from the outside positions in this class require prior work experience equivalent to a journey-level Librarian II. The Librarian class series is distinguished from library support and technical series in that incumbents are required to possess a Master’s Degree in Library Science or substantially equivalent education and experience and to be capable of carrying out the full range of duties of a professional librarian. The Librarian class series is further distinguished from the Library Manager series in that the latter has full management and supervisory authority over other employees, functional areas, and/or one or more library locations.

Plans, schedules, prioritizes, and assigns services, activities, and programs in consultation with a library management; communicates status of services, activities, and programs to appropriate staff; instructs staff in work procedures. Assists in the development and implementation of goals, objectives, policies, procedures, and work standards including recommending improvements.Develops, implements, and evaluates services and programs in a designated area such as References & Local History Services, or Technology & Support Services.Advises and assists library customers; demonstrates the use of library resources, tools, equipment, and electronic reference sources.Provides reference and readers advisory services to patrons.Performs special reading and research to remain abreast of current literature and professional trends.Performs bibliographic searches using both print and non-print sources. Performs outreach to the community, community organizations, and schools; informs community members and organizations about library services, programs, and collections.Prepares publicity and informational materials including displays and exhibits, flyers, posters, brochures, blogs, web pages, bibliographies, and webliographies.Organizes, maintains, and catalogs/indexes a variety of print and digital materials, including government documents, maps, and pamphlets.Performs original cataloging of print and non-print materials; maintains and updates catalog files.Acts as backup system administrator for assigned library systems and works with vendor liaisons to implement new services or modify existing ones to meet Library
needs.Reviews new publications and collection materials and selects materials and resources for acquisition or disposition as appropriate.Assists in developing and implementing a variety of library related activities including story hours, library tours, and instructional classes. Participates in collection development activities including materials selection and weeding, including sorting donated materials.Oversees periodical selection and management.Responds to suggestions, requests, or concerns from library users or community members.Participates in professional meetings, workshops, and conferences and continuing education programs as appropriate. Maintains and trouble-shoots electronic and on-line resources. Represents the department at professional meetings as required.Compiles library activity reports and statistics.Serves as “Person-in-Charge” of a designated facility during assigned shifts. Ensures safe operations and addresses customer or staff issues. May maintain, troubleshoot, and resolve facility, security, and safety issues including an assignment on Library Building Team.Provides leadership and serves as a subject matter expert in a designated area of specialized expertise and education.Leads meetings, committees, or projects intended to enhance services or promote consistent policies and procedures.Perform outreach to the community at off-site locations.Performs other duties as assigned.
SUPPLEMENTAL INFORMATION
Physical DemandsMust possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various Library and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, and to operate standard office equipment and elementary hand tools. Positions in this classification occasionally bend, stoop, kneel, reach, climb, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.Environmental ElementsEmployees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.WORKING CONDITIONSRequired to work flexible schedules including evenings, weekends, and holidays.DISASTER SERVICE WORKERAll employees of the City of Orange are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the
