The Department of Corrections is seeking an energetic and qualified individual for the position of Library & Archives Paraprofessional 4 (LAP4) at Monroe Correctional Complex.

The Monroe Correctional Complex (MCC)
is a 1700 bed male all-custody level facility located 30 miles northeast of Seattle. Employing approximately 1000 staff, the complex consists of five major units: the Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), a large mental health in patient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). Services provided at the Monroe Correctional Complex include custody and security, classification, education, incarcerated individual work programs, health care (both inpatient and outpatient), mental health care, sex offender treatment, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, offender records, visiting and extended family visits.

EXAMPLE OF DUTIES
Duties:

The ideal candidate for the Library & Archives Paraprofessional 4 position is a problem-solver, resilient, optimized, and punctual.

  • Process and maintain records of law library materials and delivery of law library services.
  • Ensure access to the law libraries is maintained in accordance with DOC Directives and local Operational Memorandums.
  • Provide research resources and resolve research inquiries: monitor researchers to assure adherence to collections use and security procedures; guide researchers to other sources for records, publications, and information.
  • Respond to inquiries from incarcerated individuals, staff, and other DOC law libraries.
  • Provide resources for researching case law, etc. and remains knowledgeable about legal, departmental, and institutional changes affecting operation of the law library and other incarcerated individual legal access procedures.
  • Provide access to legal photocopy services for legal pleading and/or exhibits and opportunities to send legal mail.
  • Provide services for e-filing to the courts.
  • Ensure timely responses to requests from individuals pertaining to the use of the legal resources computers and visit cell fronts as needed during periods of restricted movement and lockdowns.
  • Provide direction to the incarcerated population on services of the law library; process kites; inspect and process legal mail.
  • Schedule time in between movement periods when the law libraries are closed to assist with legal requests in maximum custody and infirmary areas. Assist library users in locating desired reference materials and use of law library resources.
  • Assess trend and development for future interest on legal fields of the incarcerated population.
  • Maintain materials, including electronic files, in the law library collection in accordance with DOC directives.
  • Responsible for coordination of inter library loans with Washington State Law Library, state courts, and the applicable state and local agencies.
  • Plans for equipment needs of units, oversees equipment upkeep, service, and repair; ensures maintenance of supply inventory.
  • Prepares statistical, operational, and administrative reports; designs and implements data collection methods; utilizes data visualization tools in the preparation reports.
  • Monitor use of law library collection management including arrangement of ad description, records accessing and storage, audits and holdings, and records disposition.
  • Identify records requiring preservation; initiates and supervises indexing and project to enhance access to the collection.
  • Maintain integrity of catalog for each law library by resolving bibliographic record errors, duplicates or omitted of records and maintaining records of subscription from vendors and other resources.
  • Perform inventory and reporting tasks of law books, legal collections, and equipment.
  • Maintain and publish the law library schedule and ensure an adequate number of law clerks are maintained to meet the needs of the schedule.
  • Instruct law clerks, staff, and volunteers in law library operations and policies/procedures and delivery of service to users.
  • Hire, supervise, and evaluate and terminate incarcerated law clerks; track and submit clerk payroll.
  • Provide notary services for incarcerated population.
  • Present orientation regarding the law library and legal services to all newly arriving incarcerated individuals.
  • Schedule contract attorney seminars and appointments as needed.
  • Host special visits and tours of law library.
  • Provide resource material and information to other DOC law libraries.
  • Other duties as assigned

The LAP4 works inside the secure perimeter where incarcerated individuals are present and may engage in hostile and/or aggressive behaviors towards one another or staff. Travel to and from work may involve navigating inclement weather, as well as walking longer distances to get to work location inside the facility. This position requires flexible work schedule to include working evenings and weekends to accommodate needs of legal library and facility population. Assigned hours of work shift are 0715 – 1545 with Saturday and Sundays off.
