Library Services Manager

Description

Responsible for planning, directing, administering, coordinating and managing the activities of the City’s Library Services Department. Requires continuous interaction with department staff, City Officials, volunteers and the general public.

  • In coordination with Director, oversees daily funcitons of Adult and Technical Services departments, collection development, technology, programming, and lending.
  • Manages the strategic planning and implementation of departmental goals, objectives, policies, procedures and priorities
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures
  • Ensures excellent customer service by modeling professional behavior
  • Assesses and monitors administrative and support systems and internal reporting relationships to identify opportunities for improvement and assists in the implementation of organizational change
  • Represents the Library Services Department to City management, other City departments, elected officials, outside agencies and community; promoting departmental programs, policies and activities to same
  • Select, train, motivate and evaluate department personnel
  • Plan, direct and coordinate, through subordinate personnel, departmental work plan; confer with City management to identify and resolve problems; assign projects and programmatic areas of responsibility to subordinate staff; review and evaluate work methods and procedures
  • Develop and direct policies, procedures, programs and activities
  • Assist the Director to develop and administer departmental budget; monitor and approve expenditures
  • Coordinate departmental activities with other City management staff regarding departmental activities; prepares and presents staff reports and other necessary correspondence
  • Participate on a variety of committees; attend and participate in professional group meetings; stay abreast of new trends and innovations
  • Perform other related duties as assigned
KNOWLEDGE SKILLS AND ABILITIES
  • Knowledge and understanding of municipal organizations and functions
  • Knowledge and understanding of record keeping and records management programs, particularly related to municipalities
  • Knowledge and understanding of principles and practices of urban library functions and organization
  • Skilled in modern office procedures, practices and equipment
  • Skilled in advanced principles and practices of budget preparation and administration
  • Skilled in principles of supervision, training and development and effective change management
  • Knowledge of Federal, State and local laws rules and regulations pertaining to areas of responsibility
  • Ability to plan, organize, direct and coordinate the work of subordinate staff and delegate authority and responsibility
  • Ability to select, supervise, train and motivate subordinate staff
  • Ability to provide administrative and professional consultation and leadership
  • Ability to identify and respond to management issues, concerns and needs
  • Ability to develop, implement and administer goals, objectives, policies and procedures for providing effective and efficient services
  • Ability to analyze problems, identify alternatives and project consequences of proposed actions and implement recommendations in support of organizational goals and objectives
  • Ability to communicate clearly and concisely, both orally and in writing
  • Ability to establish and maintain effective cooperative working relationships with those contacted in the course of work including City and other government officials, community groups, the general public and media representatives

Typical Qualifications

MINIMUM REQUIRED QUALIFICATIONS

  • Must have valid driver’s license
  • Must have driving record sufficient for coverage by City’s auto liability carrier
  • Master of Library of Science Degree
  • Three (3) to five (5) years of progressively responsible management level experience in the operation of a public library
