Key Responsibilities
1. Lifting Planning & Supervision
- Supervision: Directly supervise all lifting operations on-site, ensuring that the crane operator, rigger, and banksman work in perfect coordination and adhere to the established Lifting Plan.
- Lifting Plans: Review and verify Category 1, 2, and 3 lifting plans. Ensure that ground conditions, outrigger loadings, and proximity hazards (power lines, structures, other cranes) are addressed before any lift commences.
- Pre-Lift Briefings: Lead mandatory pre-lift safety meetings and Toolbox Talks (TBTs) for the lifting team, ensuring every member understands their role, the load weight, and the communication signals to be used.
- Permit Management: Ensure that valid Permits to Work (PTW) are in place for all lifting activities and that any deviation from the plan results in an immediate "Stop Work."
2. Equipment Inspection & Compliance
- Certification Verification: Verify that all lifting equipment (cranes, hoists) and lifting tackle (slings, shackles, spreaders, chains) have valid, up-to-date third-party inspection certificates and color-coding.
- Physical Inspections: Conduct daily visual inspections of lifting gear for wear, damage, or defects, and immediately remove any non-compliant equipment from service.
- Regulatory Adherence: Ensure all operations comply with UAE local authority requirements (e.g., Dubai Municipality, Civil Defense, Trakhees) and international standards (e.g., LOLER, BS 7121).
3. Safety & Coordination
- Risk Mitigation: Proactively assess environmental factors such as wind speed, visibility, and site congestion, making the final decision to proceed or suspend lifting operations based on safety conditions.
- Traffic & Exclusion Zones: Manage the establishment of exclusion zones and barriers during lifting operations to prevent unauthorized personnel from entering the fall zone.
- Incident Reporting: Report any near-misses, equipment failures, or incidents involving lifting operations to the HSE Manager and assist in the subsequent investigation.
Required Qualifications & Experience
- Education: Diploma or Degree in Mechanical or Civil Engineering, or a related technical field.
- Mandatory Certification: Must hold a valid Third-Party Lifting Supervisor Certificate recognized in the UAE (e.g., NPORS, CPCS, or equivalent local authority approved certification).
- Experience: Minimum 5 to 8 years of dedicated experience in lifting operations, with at least 3 years as a Lifting Supervisor on large-scale high-rise or heavy civil projects in the UAE/GCC.
- Technical Proficiency: * Expert knowledge of crane load charts, rigging techniques, and lifting mathematics.
- Thorough understanding of different types of cranes (Tower, Luffing, Crawler, Mobile).
- Skills: Strong leadership and command skills, excellent observational abilities, and a non-compromising attitude toward safety. Fluency in English is essential; knowledge of Hindi/Urdu is highly beneficial.
