Overview

The organization is a flagship gigaproject under Saudi Arabia's Vision 2030 initiative, aiming to create a world-class entertainment, cultural and lifestyle destination. As a multibillion-dollar project, it will encompass vast infrastructure development, hospitality, retail and service sectors, requiring robust procurement compliance management. This role supports local content adoption, external regulatory and strategic initiatives, and alignment with government mandates such as ESG. The role requires collaboration with internal and external stakeholders to foster relationships, drive compliance, and support strategic objectives.

Responsibilities
  • Strategic Initiative Support: develop and execute strategies for local content adoption, ESG principles, and supplier development programs aligned with PIF, national, and organizational goals. Identify risks, non-compliance areas, and opportunities for improvement.
  • Monitor changes in government policies and assess potential impact; proactively adjust strategies as necessary.
  • Develop and maintain detailed reports on local content adoption, ESG, and regulatory compliance.
  • Update the existing suite of business templates to account for local content and ESG regulations.
  • Support management of internal training programs to ensure Procurement Teams understand and comply with latest government programs and policies.
  • Develop, implement and refine KPIs to monitor and drive continuous improvement in local content and ESG criteria.
  • Supplier Development: design and implement supplier development programs to enhance capabilities and competitiveness of local suppliers.
  • Collaborate with external stakeholders, including PIF and government agencies, to drive supplier development initiatives.
  • Stakeholder Liaison: implement local content and ESG requirements with internal teams, prepare for audits, and ensure compliance with mandates.
  • Coordinate activities between the organization and external entities, including government agencies and suppliers.
  • Foster collaborative relationships with PIF and government bodies to support compliance and strategic objectives.
  • Support planning and execution of audits (e.g., 2 x PIF audits per year) and develop corrective action plans with tracking of improvements over time.
  • Operate in both Riyadh (Head Office) and on-site at Qiddiya to drive local content and ESG policy implementation within Business Units.
Qualifications
  • Bachelor's degree in Supply Chain Management, Public Policy, International Development, Business, or related fields.
  • Preferred: CIPS, CPSM, or CSCP certifications.
  • Proven track record of working in cross-collaborative environments and aligning diverse goals with organizational strategy.
  • Fluency in English required; proficiency in Arabic highly desirable.
  • Understanding of the local cultural and business landscape in Saudi Arabia; work experience in the region preferred.
