Key Responsibilities:
Logistics Coordination & Governance

Support implementation of the Project Logistics Strategy and Logistics Governance Framework across assigned packages and work fronts.

Review PMC and contractor logistics plans, access plans, laydown arrangements, and delivery strategies and provide recommendations for approval, conditional approval, or rejection.

Monitor compliance with project-wide logistics rules, access hierarchies, delivery windows, haul routes, laydown controls, and material movement constraints.
-
Ensure logistics requirements are reflected in short-term planning, look-ahead schedules, work sequencing, and interface coordination.
Specific Logistics & Religious Interface

Apply practical understanding of the operating environment in Mecca to manage logistics activities in a manner that respects:
-
Hajj, Ramadan, and Umrah restrictions
-
Prayer time impacts
-
Crowd sensitivity and pedestrian movement
-
Authority-imposed access suspensions or route restrictions
-
Ensure logistics arrangements remain operationally acceptable within the religious, community, and public-facing context of the project.

Support the Senior Logistics Manager in identifying periods of elevated logistics risk and implementing mitigation measures in advance.
Stakeholder & Authority Interface Support

Coordinate logistics-related inputs and follow-up actions with key stakeholders, including:

Local Municipality
-
Traffic Police
-
Civil Defense
-
Security Authorities
-
Internal stakeholders
-
Track permits, approvals, access requests, and temporary works constraints that impact logistics operations.

Support the preparation of authority submissions, logistics briefings, and coordination meetings as required.
Contractor & PMC Oversight
-
Monitor PMC and contractor compliance with approved logistics plans and logistics requirements.
-
Challenge logistics assumptions, sequencing, crane access proposals, delivery timings, and storage arrangements where they create risk to safety, program, or public interface.

Record and track logistics non-compliances, corrective actions, and closure status.

Support logistics meetings and governance forums with clear actions, owners, and deadlines.
Safety, Security & Public Risk Management

Ensure logistics activities are carried out in accordance with:

HSE requirements
-
Saudi regulatory requirements
-
Approved logistics and traffic management plans
-
Zero Harm principles as a governance benchmark
-
Monitor public interface areas, emergency routes, access points, and temporary logistics controls to ensure they remain safe, functional, and compliant.

Escalate immediately where logistics activities create unacceptable safety, security, or public disruption risks.
Reporting, Controls & Forward Planning

Maintain logistics trackers, access logs, permit status records, and interface action registers for assigned packages.

Provide accurate and timely updates to the Senior Logistics Manager and project leadership on logistics readiness and emerging issues.

Mandatory Qualifications & Experience
Education
-
Bachelor’s degree in engineering, Construction Management, Logistics, Supply Chain, or related discipline.
Mandatory Experience
-
Minimum 10-12 years’ experience in logistics, site coordination, construction operations, or project interface management on large and complex construction or mixed-use developments.
-
Demonstrated experience working in Mecca or on projects with comparable religious, crowd, public interface, and authority constraints.
-
Proven experience in a Developer, PMC, or major program environment; contractor-only experience is not preferred for this role.
-
Experience coordinating logistics across multiple contractors, consultants, and stakeholders in a live or highly constrained environment.
-
Strong familiarity with authority approvals, access controls, delivery planning, and public-interface risk management.
Preferred Experience
-
Experience on major urban developments, mixed-use programs, or public-facing infrastructure projects in Saudi Arabia.
-
Prior exposure to mega-project governance environments comparable to large-scale international consultancies or similar.
