MacroRegion Public Policy and Government Affairs Manager

We are seeking a dynamic MacroRegion Public Policy and Government Affairs Manager to lead inDrive’s public policy strategy, government engagement, and regulatory efforts across the region. The role requires strong experience in navigating complex policy landscapes, managing licensing processes, and building high-impact relationships with key stakeholders. Ideal candidates bring 8+ years in GR or regulatory affairs and a proven ability to drive results in fast-paced, high-growth environments.

Responsibilities

  • Own the MENA public affairs strategy and execution across 6+ countries (priorities, roadmaps, and stakeholder coverage).
  • Lead licensing and regulatory engagement: ride-hailing/TNC rules, driver requirements, safety/consumer protection, data/privacy, local entity rules, and enforcement.
  • Multi-stakeholder engagement: developing relationships with NGOs, trade unions, and academia on ride-hailing issues.
  • Build and maintain senior relationships with regulators, ministries, and municipalities; manage taxi sensitivity and public narrative risks.
  • Run multi-market issue management and crisis response (crackdowns, competitor pressure, political shifts) with clear escalation and playbooks.
  • Translate policy into business actions with cross-functional teams; support launches, expansions, and market “fix” programs.
  • Lead, coach, and develop a 3–4 person regional team; manage external advisors where needed.

Qualifications

  • 5–10+ years in Public Affairs / GR / regulatory policy (ideally in mobility, tech platforms, telecom, fintech, logistics, or other regulated sectors).
  • Proven multi-country ownership with measurable regulatory outcomes (licenses, reforms, enforcement stabilization).
  • Strong leadership experience (team management and/or complex cross-functional leadership).
  • Excellent judgment under pressure; strong written and verbal communication (briefings, memos, stakeholder packs).
  • Fluent English.

Good To have:
  • Arabic and/or French.
  • Direct experience with ride-hailing / gig economy topics (driver regulation, labor issues, pricing constraints, safety, consumer protection, data localization).
  • Existing MENA stakeholder network and experience operating in high-sensitivity environments.
