The Maintenance Engineer – Estimation & Contracts is responsible for supporting the company’s maintenance operations from both technical and commercial perspectives. The role includes site inspections, technical assessments, cost estimation, quotations, contract support, work scope preparation, coordination with operations, and follow-up of approved maintenance works. The position ensures that all maintenance works are properly assessed, accurately priced, clearly documented, commercially viable, and handed over correctly to the operations team for execution.
Key Responsibilities
1. Site Inspection & Technical Assessment
* Conduct site visits for maintenance requests, client inquiries, AMC contracts, and small projects.* Inspect existing conditions and identify maintenance requirements.
* Assess technical issues related to HVAC, electrical, plumbing, civil works, painting, carpentry, gypsum, tiles, and general building maintenance.
* Define the actual scope of work required before preparing quotations.
* Identify risks, access limitations, safety requirements, and special site conditions.
* Take site photos, measurements, and technical notes.
* Prepare site inspection reports when required.
* Coordinate with the Operations / Maintenance Manager before finalizing the work approach.
2. Scope of Work Preparation
* Prepare clear and detailed Scope of Work for each job. Define included and excluded works, Prepare technical descriptions for quotations, AMC proposals, and maintenance agreements.
* Ensure the scope is clear enough for both the client and operations team.
* Avoid vague descriptions that may cause disputes or extra cost exposure.
* Support the preparation of method statements when required.
* Coordinate with supervisors and technicians to confirm execution details.
3. Cost Estimation & Pricing
* Prepare accurate cost estimates for maintenance jobs and contracts.
* Calculate manpower, materials, tools, equipment, transportation, subcontractors, overhead, and profit margin.
* Prepare cost sheets and pricing breakdowns.
* Compare supplier and subcontractor quotations.
* Verify material quantities and technical requirements before pricing.
* Coordinate with procurement for updated market rates.
* Ensure that quotations protect company profitability.
* Avoid underpricing, missing items, or incorrect assumptions.
* Review actual job costs after execution to improve future pricing accuracy.
4. Quotations, Proposals & Tender Support
* Prepare professional quotations for clients.
* Support preparation of technical and commercial proposals.
* Review tender documents, client requirements, drawings, BOQ, and specifications.
* Prepare clarifications, assumptions, exclusions, and commercial conditions.
* Ensure quotations and proposals are submitted on time.
* Follow up with clients on submitted quotations.
* Support management during price negotiations when required.
* Maintain proper records of all submitted offers.
5. Contracts & AMC Support
* Support the preparation and review of Annual Maintenance Contracts.
* Review contract scope, service frequency, response time, payment terms, exclusions, and penalties. Highlight technical or commercial risks before contract approval.
* Ensure AMC scope is realistic and executable.
* Support renewal of existing maintenance contracts.
* Maintain a contract summary for awarded maintenance agreements.
* Coordinate contract handover to the operations team after approval.
6. Work Order & Operations Coordination
* Coordinate approved jobs with the Operations / Maintenance Manager.
* Hand over approved scope, quotation, materials, and client requirements to the execution team. Support supervisors and technicians with technical clarification during execution.
* Review variation requests when work exceeds approved scope.
* Ensure extra works are documented and approved before execution.
* Coordinate with customer service/work order coordinator regarding job status.
* Support closure of jobs by reviewing completion reports when required.
7. Technical Support & Problem Solving
* Provide technical support for maintenance-related issues.
* Assist in identifying root causes of repeated defects.
* Recommend proper repair methods and preventive solutions.
* Support troubleshooting of complex maintenance issues.
* Coordinate with specialist subcontractors when required.
* Recommend replacement, repair, or upgrade solutions based on condition and cost.
* Ensure proposed solutions are practical, safe, and commercially reasonable.
8. Procurement & Supplier Coordination
* Prepare technical specifications for required materials and spare parts.
* Coordinate with suppliers for technical data, prices, and availability.
* Review supplier quotations to ensure compliance with requirements.
* Assist in evaluating subcontractors and service providers.
* Maintain a database of frequently used materials, rates, and suppliers.
* Ensure materials proposed are suitable for the required work.
* Support procurement in avoiding wrong or unnecessary purchases.
9. Documentation & Reporting
* Maintain organized files for site visits, quotations, approvals, contracts, and reports.
* Prepare quotation tracking reports.
* Prepare weekly reports on submitted quotations, approved jobs, pending offers, and rejected proposals.
* Update cost databases based on actual market and job data.
* Maintain technical records for recurring clients and sites.
* Prepare technical reports when required by management or clients.
* Support management with operational and commercial analysis.
10. Quality, Safety & Compliance
* Ensure that proposed maintenance works follow proper technical standards.
* Consider safety requirements during estimation and planning.
* Coordinate with operations to ensure safe execution methods.
* Identify works that require permits, access approvals, or special precautions.
* Support quality control by defining proper technical specifications.
* Reduce rework by ensuring clear scope and correct material selection.
Required Qualifications
* Bachelor’s Degree or Diploma in Engineering or related technical field.
* Preferred disciplines: Mechanical, Electrical, Civil, Building Services, or Maintenance Engineering. Minimum 5 years of experience in general maintenance, facility management, construction, or contracting. Experience in estimation, quotations, site inspections, AMC contracts, and technical coordination is preferred.
* UAE experience is an advantage. UAE driving license is preferred.
