The Department of Local Services (DLS) is seeking a strategic, analytical, and collaborative leader to serve as a Maintenance Finance & Work Program Analyst (Business & Finance Officer III) within the Director’s Office to support our Maintenance Road program. This high-impact role sits at the center of maintenance operations, financial strategy, and executive decision-making, guiding biennial budget development, work program planning, cost recovery oversight, and performance analysis for a complex and service-driven organization. Maintenance Budget & Work Program DevelopmentLead development and publication of the Maintenance biennial budget and annual work program using Computerized Maintenance Management Systems (CMMS) and related budgeting systems.Provide technical analysis for complex work planning and budget
development.Financial Monitoring & Program EvaluationProduce and present monthly planned vs. actual financial and production reports.Monitor task-level performance, identify variances, and recommend corrective actions.Cost Recovery OversightServe as program owner for the Maintenance loan-in/loan-out work program, including tracking labor, equipment, and reimbursable work for capital projects and external
agencies.Systems Integration, Asset & Rate ManagementMaintain asset inventories and update labor, equipment, and material rates within cost estimating
systems.Support system upgrades, enhancements, and user testing efforts.Operational & Emergency Financial SupportProvide financial oversight for Maintenance applications and operational tools, including transaction validation and reporting.Maintain readiness for emergency project setup and support real-time storm and snow event cost tracking.Other duties as assigned.ValuesServe with integrity. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.We work in the office at least three days a week to foster connection and responsiveness, arrive prepared and on time, and structure meetings with clear goals and next steps.
