About CSTI
The California Specialized Training Institute (CSTI) operates year-round from our main campus in San Luis Obispo and training sites across the state. We deliver over 100 specialized courses covering emergency management, officer safety, terrorism response, hazardous materials, disaster recovery, fire and rescue, and crisis communications—equipping first responders and emergency personnel with the skills they need when every second counts.

Performs skilled carpentry, plumbing, and electrical work; installs and repairs wall-mounted fixtures and training props; and coordinates daily with Camp SLO staff and Cal OES Logistics Management teams on work orders, lease obligations, and small projects.

Working Conditions

This position is headquartered in San Luis Obispo County.

In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience performing skilled carpentry, plumbing, and basic-to-intermediate electrical work.
  • Ability to install, maintain, and repair wall mounted equipment, training props, fixtures, and other facility assets safely and accurately.
  • Proficiency using power tools, hand tools, measuring equipment, ladders, and other trade related equipment.
  • Strong troubleshooting skills to diagnose building system issues and recommend appropriate repairs or adjustments.
  • Experience reading and interpreting blueprints, site maps, schematics, work orders, and manufacturer specifications.
  • Ability to plan, prioritize, and complete multiple work orders with limited supervision in a dynamic environment.
  • Knowledge of workplace safety practices, including Cal/OSHA requirements, lockout/tagout procedures, and safe tool operation.
  • Experience coordinating with facility staff, property managers, and logistics or operations teams to complete repairs and ensure compliance with lease obligations.
  • Ability to document work accurately, track materials and supplies, and update maintenance logs or work order systems.
  • Demonstrated reliability, initiative, and ability to work independently or as part of a team.
  • Physical ability to lift and carry equipment, work on ladders, and perform tasks in various weather and facility conditions.
