Position Overview

This position is located in the Facility Operations Section, within the Business Operations Division.

Examples of Duties

This position is responsible for coordinating and receiving bids from contractors for maintenance, repair and construction at main building and satellites. This position then makes recommendations to the Administrative Assistant II for final execution of plans. Once plans are approved, this position coordinates and supervises plan parameters to ensure maintenance, repair and or construction meets specifications as described.

This position completes routine security and maintenance checks by walking and observing on each floor and parking lot. Any security violations are reported to Cumberland County Sheriff's Office or to Deputies stationed at the main building. This employee also works in conjunction with assigned Deputy to maintain a secure work environment. This position opens the main building at 7:00 am Monday through Friday (on a rotation) at which time this employee conducts an initial security and maintenance sweep. Once completed this employee unlocks all entrances for employees to begin the workday.

This employee must report on day, night or weekends to agency buildings as needed, particularly if there is any damage by vandalism or other causes and remains on site until needed repair/replacement is completed; must assist law enforcement officials with completing appropriate reports.

This position is the site coordinator for maintenance and inspection of all agency fire extinguishers assigned to all main building and satellite offices. This position conducts monthly fire extinguisher inspections identifying unserviceable and undercharged extinguishers. Once unserviceable extinguishers are identified this employee coordinates recharging and contract maintenance to correct specifications.

This position is the Safety monitor for the agency. This employee conducts unannounced safety inspections at all agency buildings. This position ensures safety measures are practiced within the work environment. All unsafe practices and violations are corrected immediately by this employee in accordance with OSHA standards. Any code violations are reported to the Administrative Assistant II for trend analysis, improvements and the administration of the agency's workers compensation plan. This employee coordinates mandatory annual Hazardous Material training classes through the County for agency staff.

This employee routinely conducts preventive maintenance inspections on all facilities, equipment and furniture assigned to the agency. Work Order requests are electronically submitted by this position to the County's maintenance complex. All requests are reported to the Operations Manager. This employee performs minor maintenance on equipment, furniture and some facility systems.

This position is responsible for coordinating and execution of loading, unloading and movement of equipment, furniture and supplies. During programmatic changes, this position in coordination with the Administrative Assistant II implements the movement of office furniture and equipment and offers advice and suggestions for the most efficient means to complete all movements. This position occasionally disposes of salvaged equipment through the County. Occasionally this employee will receive/transport State salvage equipment to the agency for use by employees.

This position ensures all agency furniture and equipment items at the Center are serviceable in good repair. This position supervises the maintenance staff for the Cumberland County Department of Social Services. The maintenance staff includes two lead workers and eight housekeepers. There are two shifts for maintenance staff members, four on the 7:30 – 4:30 shift and four on the 12:30– 9:30 shift. Each shift has one lead worker and three to four housekeeping staff members. This employee ensures that maintenance staff report to work each day, accomplish cleaning tasks for the entire building and satellite offices, complete necessary records (timesheets, performance evaluations, supply inventories, etc.) order adequate cleaning and paper supplies, and maintain all industrial equipment in working order. This employee is responsible for ensuring that new maintenance staff is adequately trained to complete their job duties and be informed and updated on safety issues concerning hazardous materials and equipment. This employee is responsible for any counseling of maintenance staff concerning inadequate work performance.


Minimum Qualifications

High school or General Educational Development diploma and two years of progressive experience in the assigned trades areas; or an equivalent combination of education and experience.

Knowledge, Skills and Abilities

Working knowledge of the methods, practices, tools, and materials used in the general maintenance and repair of buildings, equipment, and machinery. Working knowledge of low-pressure heating plant operations. Skill in the use of acetylene and electric welding equipment. Ability to understand and work from sketches or penciled drawings. Ability to operate the more common types of machine shop equipment. Ability to supervise the work of semiskilled, unskilled, or skilled workers.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.
