This position will be assigned to Personnel.

Management Analyst I

Under direction, this position is responsible for performing a variety of administrative and analytical assignments and special studies that may be related to County personnel administrative functions and processes, budgeting, policy, contracts, and/or risk management in the County Administrator’s Office. The incumbent assists with coordination and administration of County programs and policies, prepares reports and presentations, and provides general administrative support to ensure effective and compliant operations. This classification is at-will, and non-exempt.

Distinguishing Characteristics
This position represents the entry-level role in the Management Analyst series. It focuses on learning and supporting County programs, policies, and administrative processes. The Management Analyst I is distinguished from the Management Analyst II by the narrower scope of responsibilities and level of independence. Incumbents are assigned to one or more of the below listed assignments and perform listed essential functions as well as routine analytical tasks under supervision. The opportunity to advance to Management Analyst II is upon demonstrated competency, performance-based assessment and thorough knowledge of County operations.
Management Analyst II

Under direction, this position is responsible for performing a variety of analytical assignments and special studies related to the operations, functions, and services of the Siskiyou County Administrator’s Office. The role involves assisting in the administration of various County programs and functions, preparing reports and presentations on a wide range of issues, and performing related duties as required. This classification is at-will and non-exempt.

Distinguishing Characteristics
This position represents the fully experienced, journey-level role in the Management Analyst class series and is typically located within the County Administrator’s Office. The incumbent performs a wide variety of administrative and analytical studies in areas such as personnel, budgeting, risk management, workers’ compensation, purchasing, and special projects.

The Management Analyst II is distinguished from the Management Analyst I by the broader scope of duties, increased independence, and higher level of responsibility. The position requires a deeper understanding of County policies, departmental functions, and County administrative operations.

Specific Assignments, related essential functions and knowledge basis:

Personnel

  • Assist in coordinating County employee benefit programs, including health insurance, long-term disability, and employee assistance programs.
  • Conduct new employee orientations as needed.
  • Maintain accurate employee records and personnel files.
  • Support day-to-day personnel administrative functions, including tracking employee program participation.
  • Assist with the recruitment and hiring process, including posting job announcements, receiving and screening applications, scheduling interviews, coordinating candidate communications, and tracking candidate status.
  • Support onboarding and integration of new employees into County programs.
  • Gather, organize, and interpret personnel data for analysis and reporting.
  • Prepare reports, analyses, and presentations for management as directed.
  • Maintain accurate records for assigned departments and/or programs.
  • Assist with all aspects of County labor negotiation processes.
  • Conducts research on special issues and prepares detailed analytical reports with findings, recommendations, and possible solutions.
  • Perform other related duties as assigned by the County Administrator or Deputy County Administrator.

  • Assist with monitoring and developing a variety of program budgets.
  • Prepare reports on expenditures and program costs.
  • Assist in administering and updating administrative policies, ensuring compliance with applicable laws and regulations.
  • Support preparation and coordination of policy documentation.
  • Assists with development of department charge back procedures and methods for claims processed.
  • Assist with contract administration and purchasing activities, including:
    • Reviewing and authorizing purchase orders.
    • Coordinating countywide contracts.
    • Reviewing bid packets and supporting vendor selection.
    • Assisting in developing and implementing purchasing policies.
  • Supports administration of assigned programs including County Surplus Inventory.
  • Prepare reports, analyses, and presentations for management as directed.
  • Maintain accurate records for assigned programs.
  • Conducts research on special issues and prepares detailed analytical reports with findings, recommendations, and possible solutions.
  • Perform other related duties as assigned by the County Administrator or Deputy County Administrator.

  • Assist in coordinating the County’s workers’ compensation program, serving as a liaison between departments and the County’s Third-Party Administrator.
  • Support administration of risk management programs, including general liability, unemployment insurance, and claims processing.
  • Supports administration of assigned programs including the County Safety Program and Alcohol and Drug Testing Program for Safety-Sensitive Employees.
  • Assist with soliciting insurance bids and coordinating policy renewals and updates.
  • Gather data and prepare reports for risk management analyses.
  • Assist in preparation of mandated state reports, such as the Self-Insurance Reserve Fund.
  • Prepare reports, analyses, and presentations for management as directed.
  • Maintain accurate records for assigned programs.
  • Conducts research on special issues and prepares detailed analytical reports with findings, recommendations, and possible solutions.
  • Perform other related duties as assigned by the County Administrator or Deputy County Administrator.

Typical Qualifications

Training and Experience:
Any combination of training and experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way to obtain the required knowledge and skills includes:

Management Analyst I

  • Previous work experience and/or educational training that develops familiarity with the functions, operations, and programs of California local government is highly desirable.

  • Completion of a Bachelor’s degree in business administration, public administration, or a closely related field from an accredited college or university is desirable.

Management Analyst II

  • One (1) year of responsible work experience comparable to that of a Management Analyst I with Siskiyou County.

  • Completion of a Bachelor’s degree in business administration, public administration, or a closely related field from an accredited college or university is desirable.

Special Requirements
  • Possession of, or the ability to obtain, a valid and appropriate driver’s license is required.
  • Upon accepting a job offer, candidates must successfully pass a routine background check including fingerprinting and drug test.

Typical Physical Requirements
