POSITION SUMMARY

The Manager of Application Support develops and maintains strategic and long term information systems plans in support of the corporate mission. Oversees the daily activities associated with Hawaii Dental Service's application systems and other technology systems. Mentors and coaches IT team members in all activities required to meet the business’s strategic goals. Serves as strategic partner with business units to investigate potential new software and provides user support and systems training.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Management and Supervision - Manages, plans, organizes, trains, motivates and evaluates staff; including making hiring and termination decisions, assigning work, developing growth opportunities, conducting performance evaluations and taking corrective action. Communicates and assures that employees have a clear understanding of performance expectations and responsibilities.
    • Supervises and manages Business System Analysts.
  • Departmental Goals - Effectively communicates to staff and monitors the stretch goals/performance measures and standards for the department in alignment with company-wide objectives/goals.
    • Defines standards for software across the organization working in partnership with user departments.
    • Team shall serve as IT advisors for business units.
    • Team shall provide application and business system workflow support. Manager and team members will be well versed in business workflows and how IT systems can improve the efficiencies and effectiveness of these workflows.
    • Work in collaboration with internal and external software developers to improve software to better serve business units.
  • Policies / Procedures Manual - Assists with the development and maintenance of departmental procedural manuals.
  • Effectiveness / Efficiencies - Ensures effective work processes and systems maximize operating efficiencies and increase the value of services provided in alignment with company goals and objectives.
    • Leads application projects to ensure HDS systems provide reliable, and effective capabilities to stakeholders while remaining secure and auditable.
    • Incorporate continuous improvement processes in the use of applications within the HDS environment.
  • Internal Controls / Compliance - Ensures controls satisfy operational/compliance risk requirements and data integrity.
    • Ensures the integrity and security of all application systems. Works with vendors, contractors, and staff to ensure that application systems are configured properly and used in a manner that maintains the integrity and security of the systems and their associated data.
    • Ensures compliance with HIPAA and other regulations regarding technology solutions. Keeps up to date with current regulations, performs risk assessment, and implements the appropriate mitigating controls to address identified areas of risk. Performs periodic reviews of controls to ensure compliance with HDS policies and procedures. Identify areas where re-training or procedure changes may be necessary.
  • Customer Service (Internal / External) - Monitors productivity and performance while ensuring professionalism, quality, timeliness and accuracy in accordance with overall company-wide objectives to ensure positive working relationships with internal and external customers.
  • Other Duties and Responsibilities - Serves as a strategic partner with business units to investigate new software that may be applicable to HDS' business needs.
MINIMUM QUALIFICATIONS AND EXPERIENCE
Education
Bachelor’s degree in Computer Science, Engineering, Business, Healthcare, or related field; OR combination of equivalent education and experience.

Experience
  • Four (4) to five (5) years progressively responsible management or project leader experience, preferably in the areas of information systems management, systems analysis or a comparable work environment.
  • Experience with cloud analytics, specifically Tableau, is preferred.
  • Familiarity with Salesforce is desirable.
Skills and Knowledge
  • Ability to organize, analyze and solve complex problems with attention to detail and accuracy.
  • Ability to handle multiple tasks and prioritize with some distractions.
  • Ability to handle information in a confidential manner and maintain compliance with HDS policies and federal/state laws.
  • Ability to communicate both orally and in writing with all levels of staff, customers, and vendors on sensitive matters.
  • Ability to translate technical concepts into non-technical terms.
