Manager- Buildings & Facilities Maintenance | Emirati Talents

We are looking for a results-driven Manager – Buildings & Facilities Maintenance to lead the integrated operation, maintenance, and sustainability of RTA buildings and facilities, ensuring high service standards, safety, and compliance across all electromechanical systems.


Key Responsibilities

  • Supervise periodic field visits to ensure maintenance works are executed as per approved plans and specifications.
  • Supervise annual budget planning for buildings & facilities maintenance; monitor expenditure compliance with approved cashflow and ensure savings initiatives aligned with government targets.
  • Supervise sustainability plans aligned to Dubai future vision (carbon emissions, zero waste) and ensure optimal implementation within RTA sustainability framework.
  • Supervise plans related to maintenance maturity standards and ensure target achievement.
  • Oversee crisis and emergency management planning (business continuity, emergency response); supervise implementation and updates.
  • Supervise measurement of maintenance/operation KPIs and adjust targets based on achieved results.
  • Supervise preparation of tender documents and technical evaluation reports for maintenance projects and insurance contracts; continuously improve them.
  • Supervise business continuity through crisis and disaster management in emergency situations.
  • Supervise development of sustainable corrective maintenance programs covering all RTA buildings & facilities.
  • Supervise operation and maintenance of electrical, mechanical, and hydraulic systems (including firefighting systems) across all RTA facilities; develop policies/legislation; adopt and implement technologies/innovations aligned with international best practices and standards.
  • Supervise consultants/contractors for preventive and corrective maintenance aligned with Dubai quality of life requirements.
  • Supervise preventive (periodic) and predictive maintenance programs using AI technologies to achieve approved service levels across RTA agencies/sectors.
  • Supervise preparation of insurance contract documents for RTA buildings/facilities and assets valued over AED 3 billion; manage tendering/award procedures and handle insurance claims management.
  • Supervise use of advanced technology and implementation of related projects supporting maintenance and operations with relevant departments.


Requirements

  • Bachelor’s Degree in Civil / Mechanical / Electrical / Electromechanical Engineering (from a recognized university).
  • 14+ years of relevant experience in facilities management, operations, maintenance, and project/contract management.
  • Strong knowledge of facility operations, technical procedures, asset management, inspections, and control management .
  • Proven capability in stakeholder management, contractor governance, budgeting, and KPI-driven performance management .
