Manager - Construction & Installation

Penspen is urgently looking for Lead Construction Engineer (Offshore) for one of our prestigious PMC projects in UAE.

Scope of work:

Lead and manage all construction and offshore installation activities for ADNOC Offshore projects, ensuring safe, timely, and cost-effective execution in line with project specifications, ADNOC standards, and international best practices.

Minimum Qualification & Experience:

  • Bachelor’s Degree in Engineering (Mechanical / Civil / Offshore / Marine or equivalent).
  • Minimum 20 years of experience in Oil & Gas major projects.
  • At least 8 years of offshore experience in construction and installation.
  • Proven experience in PMC roles on large-scale offshore projects.
  • Mandatory GCC experience, preferably in UAE/ADNOC projects.

Technical Competencies:

  • Strong knowledge of offshore construction techniques and installation methodologies.
  • Experience with jackets, topsides, subsea systems, pipelines, and brownfield modifications.
  • Familiarity with ADNOC standards and international codes (API, ISO, DNV, etc.).
  • Expertise in project execution, risk management, and contractor supervision.
  • Understanding of marine operations, heavy lifting, and offshore logistics.

  • Excellent communication and stakeholder management skills.
  • Ability to work in a multicultural, high-pressure project environment.
  • Strong problem-solving and decision-making skills.

Responsibilities:

  • Lead the planning, execution, and delivery of offshore construction and installation works.
  • Oversee EPC contractor activities related to fabrication, transportation, and offshore installation.
  • Ensure compliance with ADNOC HSE standards, project procedures, and regulatory requirements.
  • Monitor project schedules, progress, and resource allocation to ensure timely completion.
  • Interface with engineering, procurement, commissioning, and operations teams.
  • Review and approve construction methodologies, installation procedures, and work packs.
  • Manage offshore campaigns including heavy lifts, hook-ups, pre-commissioning, and installation of structures, pipelines, and subsea systems.
  • Identify risks and implement mitigation strategies.
  • Ensure quality assurance and control throughout all construction phases.
  • Provide leadership and guidance to multidisciplinary teams.
  • Participate in project reviews, audits, and lessons learned sessions.
  • Report progress, issues, and performance metrics to senior management and ADNOC stakeholders.
