First level manager providing leadership, technical direction and oversight to Nuclear Criticality Safety (NCS) engineers, technical support personnel, and potentially subcontract employees. Responsible for maintaining safe working conditions and safety awareness, establishing goals, expectations, and priorities and integrating work within the supervised organization. Monitors department workload to ensure staff is cognizant of cost, schedule, and technical commitments. Advises management of staffing needs necessary to address both forecast and emerging workload. Develops, reviews, and/or approves budgets, proposals, cost estimates, schedules, and related documents required to meet customer needs. Frequent contact with external and internal customers is required.
Provides technical capabilities in NCS to ensure fissile materials are processed, stored, transferred, and handled safely so that personnel and property are protected against a criticality accident. Approves Criticality Safety Analysis of equipment, processes, and procedures prescribing correct methods, control requirements, and limitations. Performs or participates in surveillance, inspections, walkthroughs, appraisals, or audits of fissile material operations to ensure compliance with Nuclear Criticality Safety Approvals, Nuclear Safety rules, including Safety Analysis Reports, Safety Assessments, Safety Reviews, and risk assessments/analyses. Provides operating areas with specific NCS professional interpretations and advice. Provides training to employees in basic criticality safety. Validates, maintains, and operates nuclear computer codes and nuclear cross-sections.
