The Data Solutions Manager will be responsible for creating and implementing a strategic vision for our data systems, data governance, and data solution development efforts. This role is responsible for designing and implementing data governance policies and procedures, ensuring data quality, and providing leadership in all aspects of data management. This role requires a thought leader and visionary to manage the development team that designs, develops, troubleshoots, and debugs software programs for databases, applications, tools, networks, and applications to create innovative technology. This role will work closely with our department stakeholders, internal technology and analyst teams, and external partners to ensure the delivery of high-quality software solutions and data governance practices that meet the needs of our members and support our business goals. Leading an inquisitive team of technologists who are already developing and deploying applications to the highest standards, this position is 50% team leadership and management and 50% direct data management. This role requires expert knowledge of our full enterprise of data systems with an eye toward operational efficiency, integration, and optimization.
ESSENTIAL JOB RESPONSIBILITIES

Lead a team of data and software development professionals, providing guidance, support, and mentorship.

Coordinate team resources and workload to ensure efficient project execution and timely deliverables.

Set clear performance goals and expectations for the team members and conduct regular performance evaluations.

Conduct regular team meetings to communicate updates, provide feedback, and address any concerns.

Collaborate with HR to identify training and development opportunities for team members.

Foster a collaborative and inclusive work environment, promoting knowledge sharing and professional development.

Develop and implement strategies, policies, and procedures to ensure integrity, accuracy, and security of our data.

Collaborate with cross-functional teams to identify data requirements, define data standards, and establish data governance processes.

Evaluate and recommend appropriate data solutions, including database management systems, data integration tools, and analytics platforms.

Oversee data architecture design and implementation, ensuring data models are optimized for performance, scalability, and data integrity.

Monitor and analyze data quality, identifying areas for improvement and implementing corrective actions.

Stay updated on emerging trends and technologies in data management and provide recommendations for their adoption.

Provide technical guidance and support to end-users, addressing database-related queries and issues.

Collaborate with department stakeholders and technology teams to define software and data requirements and create development plans that meet those requirements.

Work collaboratively with other members of the software development team to ensure project deadlines and objectives are met.

Efficiently produce SQL queries and C# code, often interfacing .NET with SQL Server.

Import and export data in various formats from various sources.

Automate repetitive processes.

Analyze and validate reports between systems and isolate discrepancies when they occur.

Install, configure, and maintain database management systems, ensuring optimal performance, security, and availability.

Design and implement database schemas, tables, indexes, and other database objects.

Monitor database performance, identify bottlenecks, and optimize query performance.

Conduct regular backups, implement disaster recovery plans, and ensure data security and integrity.

Collaborate with development teams to support application integration and ensure seamless data flow.

Participate in code reviews to ensure software quality and identify opportunities for improvement.

Create and deliver executive-level reporting on projects.

Create and maintain department budget.

Create and maintain a department annual plan.

As part of the management team, attend meetings and provide feedback for the department goals.

Mentor and develop team members, ensuring a high level of technical expertise and a culture of continuous learning.

Minimum Qualifications-
Education: bachelor’s degree in computer science, information systems, or a related field. Advanced degrees or certifications are a plus.

Minimum of 10 years of experience in data management, software development, or related roles.

Proven experience in team leadership and management, with the ability to guide, mentor, and develop a team of data and software professionals.

Strong experience in data governance, data quality management, and data architecture design and implementation.

Extensive knowledge of database management systems, data integration tools, and analytics platforms.
-
Proficiency in SQL and experience with programming languages such as C# and .NET.

Experience with database administration, including installation, configuration, performance optimization, and security.

Deep understanding of data governance principles, data quality management, and data modeling concepts.

Knowledge of data integration, ETL (Extract, Transform, Load) processes, and data warehouse design.

Familiarity with emerging trends and technologies in data management, analytics, and software development.

Strong leadership abilities with the capability to guide and motivate a team towards achieving project goals.

Strong Technical Skills:

Proficiency in SQL query writing, database administration, and familiarity with software development languages (e.g., C#, .NET).

Experience with data import/export, automation, and reporting tools.

No suspension/exclusion/debarment from participation in federal health care programs (e.g. Medicare/Medicaid)

Proficient computer skills, including MS Office suite.
Preferred Qualifications-
Experience leading software development teams in a healthcare or health plan environment is highly desirable.

Strong technical expertise in FHIR-based software development technologies, including FHIR APIs, FHIR data models, and FHIR servers and clients

Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis.
