Job Purpose:

To oversee the end-to-end delivery of HR services, ensuring seamless execution of employee lifecycle processes, compliance with UAE labor regulations, and consistent HR service standards across the organization. The role leads HR operational teams, manages HR systems and documentation, and drives process improvements to enhance employee experience and operational efficiency. It acts as the guardian of HR governance, data integrity, and timely execution of transactional HR activities.


Key Accountabilities:

HR Service Delivery & Employee Lifecycle Management

  • Manage all HR operations across onboarding, confirmations, transfers, promotions, terminations and employee documentation.
  • Ensure timely processing of employee requests, letters, contracts, and updates in HRMS.
  • Oversee accuracy and completeness of personnel files and maintain audit-ready HR records.
  • Ensure employee lifecycle processes reflect HR policies, service standards, and UAE labor requirements.

HR Policies, Governance & Compliance

  • Implement HR policies, procedures, and governance frameworks across business units.
  • Ensure compliance with UAE Labour Law, immigration rules, WPS, and internal controls.
  • Conduct periodic compliance reviews and verify alignment with regulatory updates.

PRO, Visa & Government Relations Management

  • Lead PROs in managing visas, Emirates IDs, medicals, renewals, cancellations and government documentation.
  • Ensure all government transactions are completed within mandated timelines.
  • Maintain accurate GR tracking systems and coordinate with authorities when required.
  • Support audits and cross-checks related to visa files, classifications, and regulatory submissions.

HRMS, Data Integrity & Reporting

  • Ensure accurate HRMS data entry, workflow approvals, and system updates by HR Ops teams.
  • Provide reports and dashboards on headcount, movements, HR transactions, and compliance indicators.

Payroll Input Coordination

  • Validate monthly HR inputs including attendance exceptions, leave, additions, and deductions.
  • Coordinate with Payroll to ensure timely submission of verified and approved data.
  • Address discrepancies, rechecks, or clarifications raised by Finance.

Process Improvement & Operational Excellence

  • Review HR operational workflows to identify gaps, delays, and improvement opportunities.
  • Implement enhancements that strengthen service quality, response times, and HR operational efficiency.

Team Leadership & Capability Building

  • Manage HR Operations Executives and PROs, ensuring clarity of roles, workloads, and priorities.
  • Provide coaching, guidance, and training to build operational capability and service mindset.
  • Drive accountability, continuous learning, and disciplined HR service delivery.
