Why does the job exist?

This position provides leadership and oversight of the Department of Public Safety's Recruitment, Classification and Compensation, and Payroll functions. The role ensures personnel actions, position classifications, compensation practices, and payroll processes are administered accurately, efficiently, and in compliance with applicable federal and state laws, regulations, and State Personnel Office (SPO) policies. The position also supports departmental operations by overseeing classification reviews, compensation actions, organizational structure changes, and payroll administration to promote effective workforce management and responsible stewardship of personnel resources.
How does it get done?

  • Provide leadership and oversight of the Department's Recruitment, Classification, Compensation, and Payroll functions.
  • Supervise and manage HR staff responsible for recruitment, classification, compensation, and payroll operations.
  • Oversee recruitment activities to support timely and effective hiring processes.
  • Manage classification reviews, compensation actions, and position management activities to ensure accuracy, consistency, and compliance with applicable laws, regulations, and State Personnel Office (SPO) policies.
  • Oversee payroll operations to ensure timely, accurate processing and compliance with applicable laws and policies.
  • Provide guidance to leadership on recruitment strategies, classification, compensation, and payroll processes.
  • Identify process improvement opportunities and implement best practices to enhance efficiency, effectiveness, and customer service within HR operations.

This position supports the Program Support Division, Statewide Law Enforcement Support Division, New Mexico State Police (NMSP), Office of the Secretary, Office of Legal Affairs, Administrative Services Division, Information Technology, Law Enforcement Academy, Forensic Laboratory, the Law Enforcement Records Bureau and the State of New Mexico.
Ideal Candidate

This position supports the Program Support Division, Statewide Law Enforcement Support Division, New Mexico State Police (NMSP), Office of the Secretary, Office of Legal Affairs, Administrative Services Division, Information Technology, Law Enforcement Academy, Forensic Laboratory, the Law Enforcement Records Bureau and the State of New Mexico.
Minimum Qualification

Bachelor's Degree in any related field and seven (7) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements

Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.

In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico or pass and receive the Defensive Driving Certificate.
Working Conditions

Work is performed in a fast-paced Law Enforcement office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting and a high volume of data flow. Exposure to confidential information. Exposure of officers carrying weapons. Occasional overtime is required to meet statutory and critical deadlines. Some sitting, standing, bending and reaching may be required. Must be able to lift 2Slbs. Occasional local and in-state travel may be required.
