Job Description and Duties

The SOS is recruiting to fill a permanent, full-time Manager II as the Personnel Officer to the Department. Under the general direction of the Chief, Management Services Division (CEA_B), the incumbent plays a vital role in ensuring effective workforce management and employee well-being. Their responsibilities encompass a wide range of administrative functions that contribute to the organization’s operational objectives and its overall success.

The incumbent acts as the personnel policy administrator and consultant to the Division Chief and the Secretary’s Executive team. The incumbent holds expertise, at the highest level, in all Human Resources operational functions, recommends courses of action, as principal level consultant, in a full range of complex personnel matters of high consequence and visibility; directs the implementation of best industry practices in compliance with State and Federal employment laws; influences decisions in the proposed departmental strategic plan ensuring department compliance with state personnel and administrative policy with control agencies (e.g., CalHR, DOF, SPB, SCO), and fosters progressive organizational development and the performance optimization of the SOS workforce. Duties involving effective leadership and oversight of personnel operations include but are not limited to:
  • Leadership and Oversight: Acts with full authority to address operational objectives and strategic program initiatives; plans, organizes and directs high-level functionality of Human Resources program sections; formulates and directs personnel management based on departmental practices established as Personnel Policy Administrator; oversees the review and recommendations for personnel actions impacting all SOS employees; cultivates the establishment of procedures to improve Human Resources processes and the delivery of services using HR metrics and operational efficiency analytics; provides leadership framework for upper management.
  • Policy Management: Responsible for directing internal personnel controls in determining divisional and departmental organizational needs; provides high-level consultation for senior leadership staff on sensitive and complex issues; collaborates with the legal team to assess the risk and liability of all administrative personnel actions and proposes viable alternative methods for resolution; serves as the principal administrator of workforce succession and organizational optimization; enforces consistency, transparency and accountability to mitigate global risk; identifies gaps in institutional knowledge through succession planning management to ensure long-term sustainability; establishes comprehensive operational practices to address statewide vulnerabilities on the interpretation of laws, rules and regulations governing Human Resources programs.

Working Conditions

Due to business needs, no telework option is offered for this position. This position will be expected to be 100% on-site to perform normal duties.
